2 SITRAFFIC E-Cam System: Back-office solution improving efficiency and reducing costs Enforcement solutions enhance road safety and save lives. An independent study revealed that, in camera-monitored zones, the number of people killed or seriously injured was reduced by two fifths and the number of pedestrians killed or seriously injured fell by over a third. It is thus not surprising that more and more municipalities, highway and police authorities are planning to install such monitoring systems and are looking for reliable solutions that make technical and economical sense. Siemens understands that in order for customers to operate efficient and costeffective enforcement programs, choosing the right back-office applications is equally as important as selecting the right camera technology. In order to make this decision easier Siemens are now working with Startraq. Startraq have five years experience in the UK enforcement market, their systems are now by a third of all Police forces processing half of all camera based tickets. Siemens can now offer customers a complete Enforcement solution; SITRAFFIC E-Cam camera solutions, Startraq back office applications, supported by Siemens comprehensive and flexible installation and maintenance service packages. The Startraq system provides our customers with a back-office system that will integrate with existing installed based camera technology and is designed around their existing workflow processes. This ensures customers can still benefit from previous investment in camera technology whilst implement new backoffice system that will ensure significant productivity benefits. StarVision automatically captures and populates all relevant information from the camera image, data block, number plate and driver details from direct connection to police national computer. StarVision ensures the operator has all the relevant violation information presented in one screen, increasing the ease of use and reducing the time taken to process violations.

3 The Startraq system is supplied in two main modules; StarVision and StarDocs. StarVision StarVision is a collection of software modules which are used together with a central database to import photographs of vehicle offences, perform automatic licence plate recognition, verify the offence, check the vehicle and keeper identity and output a comprehensive file of driver names and addresses plus offence details for fine or prosecution. Key features Automatic reading of vehicle registration mark and offence details using optical character recognition (OCR) and automatic number plate recognition (ANPR) on both analogue and digital photographs. Automatic population of driver/ keeper details by direct connection to police national computer (UK) or other state/national database linking driver details to vehicle registration marks. This allows for a secondary check of the accuracy of the ANPR and also to determine the vehicle status e.g. stolen. Blocked VRM lists. Stolen or wanted vehicles automatically flag a warning to the operator of their status when detected on camera. Multiple camera types. Interfaces are available for all major analogue and digital speed, red light and mobile cameras, average speed cameras and the latest DVD cameras. Multiple media types. Traditional wet film, digital camera output, video cassette and DVD images may be input to the system. Typing of vehicles. Cars/goods vehi - cles/passenger vehicles may be handled differently recognizing the differing speed limits for each. With certain camera types, this is automatic. Image enhancement tools to make vehicle registration marks visible when photographs are taken in poor light and bad weather. Free form verification interface. The main screen used by officers viewing offences may be customized using layout tools and will maintain this interface for all camera types thereby in creasing ease of use and reducing training costs. Seatbelt and mobile phone offences are already catered for, with the system being able to search automatically for relevant hash-marked frames from compatible camera types. StarDocs StarDocs is a document manage - ment suite which takes output from StarVision then produces and stores all documentation up to completion of the case including reading back in returned correspondence using optical character recognition. StarDocs generates tickets, stores digital images of all correspondence, prompts staff for next appropriate action on any particular ticket ( workflow ), creates files for court and accepts payment of the fine. Key features Automatic reading of forms into the database. Automatic character recognition (OCR) is used together with intelligent form design and address lookup software to maximize the number of incoming fine notices which can be read automatically by the system thereby reducing the amount of incoming post that needs to be read manually. Paperless Office digital document storage. All outgoing and incoming correspondence, typed or handwritten is stored electronically along with the original offence photo(s) for instant retrieval at the desk. Paper storage is minimized and complete case history files may then be produced at the touch of a button. Independent certification of compliance with the United Kingdom s standard for legal admissibility of scanned objects (BIS BIP 0008) has been achieved. Inboxes. Depending upon the status of a particular offence, it is automatically routed to the inbox of the appropriate member of staff from administrator to department head for appropriate action. Supervisors can see the status of each task and allocate work accordingly to expedite completion. Customizable automated workflow. Predefined rules force each case to go through specific stages, with progression to the next stage being dependent upon the outcome of the previous one. Timers. The progression of an offence to the next stage in the workflow may be triggered not only by completion of that stage but also by exceeding a predefined time. There are four different timers that provide extreme versatility. E.g., an end of task timer that will only start counting once the task has been completed such as a receipt generated by a printer indicating that the document has been successfully printed.

4 Offence codes. Each offence has a predefined code. This allows for certain rules that apply to the offence to be set once and from then on at every stage of the production process, before the offence progresses its rules are checked to determine what is appropriate. This increases the versatility dramatically. Security groups. There is a comprehensive hierarchy of security groups which allow for segregation of duties, control, authorization and data viewing privileges. Multiple document types. The system can be defined to read multiple document types and know what content to expect on the returned document. This would allow for the incoming post to be scanned unsorted into the system. StarDocs will then sort the scanned images into their respective types. Based on the setup of the document, the system will know what are acceptable answers and be able to progress the status of the violation to the next task. Should the expected answers not be on the form, then the form is presented for human verification. Diversion of offences. The inbuilt customizable rules can be used to filter offences with special attributes to entirely new processes, or out of the system all together. Stolen vehicles for instance or excessive speeds may be diverted straight to litigation while minor infringements may be diverted down a warning route or to a driver education course. An example of an incoming fine notice that is automatically scanned by the StarDocs system using character recognition software, reducing the amount of incoming post that needs to be processed manually and maximizing the number of fines that can be processed automatically. Microsoft windows based StarDocs software module that is used to configure each stage of the customer workflow process.
