ADOPT the Staff Report. 2. DETERMINE that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article Ill, Class 1(18)(c) of the Los Angeles City CEQA Guidelines. 3. APPROVE the Third Amendment to DA-4561 with GCR, Inc. for the new Credentialing System operations and maintenance support, extending the term for eighteen months through September 14, 2015, 4. AUTHORIZE the Executive Director to execute the Third Amendment upon approval as to form by the City Attorney and further approval by the Los Angeles City Council Page 1 of 4

2 DISCUSSION: 1. Purpose This action will extend the GCR, Inc. contract (DA 4561) term by eighteen months through September 14, 2015 to provide operations and maintenance (O&M) support for the new Credentialing System and to ensure a smooth transition. 2. Prior Related Actions September 19, (DA-4561) Resolution No The Board of Airport Commissioners approved a second amendment to DA-4561 with Gregory C. Rigamer & Associates, Inc. dba GCR & Associates, Inc. to implement the new Los Angeles World Airports (LAWA) Credentialing System. This action increased the contract authority by $2,386,900 for a total contract value of $5,269,800 and a total project budget allocation of $4,913,900. June 18, (DA-4561) Resolution No The Board approved a consent to a corporate name change from Gregory C. Rigamer & Associates, Inc. dba GCR & Associates, Inc. to GCR, Inc. There was no change in term or contract authority as a result of this action. 3. Current Action In Fall 2011, LAWA identified the need to replace the existing Credentialing System. GCR is implementing the new Credentialing System at both Los Angeles International Airport (LAX) and LA/Ontario International Airport (LA/ONT) and consolidating all core business functions and databases into a single robust and fully supported system thereby improving system flexibility and efficiency. GCR is scheduled to deliver the new Credentialing System in two phases. Phase I, core business functions at LAX, is expected in the first half of 2014 and Phase II, workflow automation at LAX and system rollout at LA/ONT, is expected in the third quarter of 2014, Immediate O&M support for delivery of both phases is critical for a smooth and effective transition from the legacy to the new badging system. Procurement Process In May of 2008, the Board approved two on-call lists of vendors under the Information Technology Services and Turnkey Systems (ITSSS) Request for Qualifications (RFQ): 12 qualified vendors in the ITSSS Category 1 List to provide Information Technology (IT) turnkey systems and nine qualified vendors in the ITSSS Category 2 List to provide IT professional services. In March 2010, the Information Management and Technology Group issued a Request for Proposals (RFP) to the vendors on the ITSSS Category 2 list to provide database and system professional services to support the ongoing operation of various applications and systems at LAWA. The services LAWA will continue to receive through the requested amendment were part of the competitively bid items under the RFP released to ITSSS Category 2 vendors or subsequent amendments to the contract. 3 Action Requested Staff requests approval to extend DA-4561 with GCR for an additional eighteen months through September 14, The Third Amendment will be effective upon the date of execution by the Executive Director. Financial Impact There is no financial impact as a result of this action since the request is for a time extension with no increase in contract authority. The contract authority remains a not-to-exceed amount of $5,269,800 and includes $520,000 for Credentialing System O&M support. 4. Alternatives Considered Conduct RFP for Credentialing System O&M Support The Credentialing System is a custom-built system developed by GCR for LAWA. There is no viable alternate vendor at this time to provide this support service effectively during the critical transition period from the legacy to the new system. Take No Action If the contract term is not extended, GCR will not be able to provide the one-year operations and maintenance support services the Board approved. APPROPRIATIONS: Funding for the Credentialing System operations and maintenance support is available in the FY LAWA Operating Budget in LAX Cost Center IT Airport Systems, Commitment Item Contractual Services. STANDARD PROVISIONS: 1. The issuance of permits, leases, agreements, and renewals, amendments or extensions thereof, or other entitlements granting use of an existing airport facility involving negligible or no expansion of use and/or alteration or modification of the facilities or its operations beyond that previously existing or permitted is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Article Ill, Class 1(18)(c) of the Los Angeles City CEQA Guidelines. 2. The Third Amendment will be approved as to form by the City Attorney. 3. Actions taken on this item by the Board of Airport Commissioners will become final pursuant to the provisions of the Los Angeles City Charter Section GCR is required by contract to comply with the provisions the Living Wage Ordinance. 4 5. Procurement Services Division has reviewed this action (File 6446) and established a 10% combined Minority/Women Business Enterprise level of participation for this project. GCR committed to 10% M/WBE levels of participation and has achieved 22.12% participation to date. 6. GCR is required by contract to comply with the provisions of the Affirmative Action Program. 7. GCR has been assigned Business Tax Registration Certificate number GCR is required by contract to comply with the provisions of the Child Support Obligations Ordinance. 9. GCR has approved insurance documents, in the terms and amounts required, on file with the Los Angeles World Airports. 10. Pursuant to Charter Section 1022, staff determined the work specified on the proposed contract can be performed more feasibly or economically by an Independent Contractor than by City employees. 11. GCR has submitted the Contractor Responsibility Program Pledge of Compliance and will comply with the provisions of the Contractor Responsibility Program. 12. GCR has been determined by Public Works, Office of Contract Compliance to be in compliance with the provisions of the Equal Benefits Ordinance. 13. GCR will be required to comply with the provisions of the First Source Hiring Program for all non-trade LAX Airport jobs. 14. GCR has submitted the Bidder Contributions CEC Form 55 and will comply with its provisions. Page 4 of 4
