1 40 rue King Street Saint John, NB Canada E2L 1G3 T: T: F: Modular Fabrication and Project Cargo Development Project Description and Purpose Enterprise Saint John invites your firm to submit a proposal to undertake a project with the following key outcomes: 1. Significant increase in market awareness of New Brunswick capabilities with respect to modular fabrication and project cargo initiatives, particularly among project proponents and Engineering, Procurement and Construction Management (EPCM) contracting companies working on: a. Large infrastructure projects b. Energy projects c. Mining developments d. Repair and overhaul projects. 2. Significant increase in utilization of modular fabrication and project cargo infrastructure in the Province of New Brunswick. 3. Significant increase in business activity in modular fabrication firms and the members of their supply chains located in the Province of New Brunswick. The purpose of this project is to: Identify, promote and connect fabrication export opportunities to create jobs and investments in New Brunswick; Raise awareness of the project cargo handling and engineering & fabrication capabilities of New Brunswick; Grand Bay-Westfield Quispamsis Rothesay St. Martins Saint John

2 Connect export focused modular fabricators from outside of New Brunswick to investment attraction resources to create jobs, investments and partnerships; and, Identify import and export opportunities, promote regional handling capabilities, and facilitate business-to-business activities that will stimulate and grow the project cargo sector. Background The Government of Canada and the Province of New Brunswick have made significant investments over the last few years in key marine transportation infrastructure in New Brunswick. This is a reflection of the industry trend towards a modular approach to building out major projects as opposed to the previous method; sticks up. These modules vary in size and weight, but typically are limited in their ability to travel by road or rail, with most moving by barge or as project cargo by ship. All of the pieces are now in place for New Brunswick companies to be successful in exporting modular components; the infrastructure, the workforce and the supporting services and supply chain. New Brunswick has a public access barge terminal, two ports with infrastructure to support the movement of project cargo, existing and new modular fabrication facilities, and fabricators with track records of successfully delivering on mega projects. The Atlantic Canada Opportunities Agency, Opportunities New Brunswick, Enterprise Saint John, the Port of Belledune, Port Saint John and Saint John Industrial Parks formed a team in 2016 to explore increased business development in this sector, resulting in the initiation of this project. 2

3 Objectives The objectives of this project are: 1. To identify markets, sectors, major players and projects referenced in the Project Description and Purpose. 2. To develop a marketing plan to create awareness of New Brunswick s modular fabrication and project cargo handling capabilities among those identified in Objective #1. 3. To implement the marketing plan using an appropriate combination of marketing collateral and activities. Deliverables The list of Deliverables identified in this section is not exhaustive: proponents are expected to provide additional appropriate recommendations to fulfill the objectives of this project. Research For Objective #1: To identify markets, sectors, major players and projects referenced in the Project Description and Purpose. Work has been done to identify project proponents and EPCMs for all major projects that can be accessed by marine infrastructure for oversized modular components and project cargo. The successful contractor will be provided with the research results completed to date, and will be expected to validate and extend this work, particularly with respect to EPCMs who need to be apprised of New Brunswick capabilities. This deliverable should be in the form of a searchable database in Microsoft Excel format. Identify local content rules/regulations for all major projects that can be accessed by marine infrastructure from New Brunswick. 3

4 For Objective #2: To develop a marketing plan to create awareness of New Brunswick s modular fabrication and project cargo handling capabilities among those identified in Objective #1. Provide recommendations for reaching out and creating awareness in key markets and sectors in the form of a marketing plan. Provide a complete searchable database in Microsoft Excel format of relevant trade shows, conferences and symposiums within the sectors and markets identified in Objective #1. Recommend and develop appropriate marketing material to highlight capabilities of the region that meets the needs of all partners (shared collateral on Modular Fabrication and Project Cargo moves). The successful contractor will be expected to act as a subject matter expert for the development of this material. For Objective #3: To implement the marketing plan using an appropriate combination of marketing collateral and activities. The successful consultant will be expected to represent the steering committee partners exclusively during the implementation of the marketing plan. Connect with proponents, EPCMs and other relevant industry players to raise awareness and share the capabilities and capacities of the region for modular fabrication. Identify and support fabrication and supply chain partners at key industry events. Identify investment attraction opportunities (export) and connect with potential local partners and resources. Identify import/export project cargo move (over-size) opportunities. Connect proponents and EPCMs with local fabrication and supply chain partners. Refer any Foreign Direct Investment opportunities (export focused) identified to the Steering Committee via the Enterprise Saint John project representative. 4

5 Outcomes The following outcomes will be measured and tracked. Respondents are expected to identify appropriate measures for each outcome and to suggest appropriate corrective actions should the measures not be met. Export development contract leads generated Investment attraction leads generated Identification of major modular fabricators for potential investment and partnerships Number of EPCMs and proponents reached through marketing and direct contact Value and number of contracts bid Value and number of contracts won Estimated labour income on value of won contracts Estimated person-years of employment generated from won contracts Value of project cargo moves bid Value of project cargo moves won Assumptions, Constraints, Risks The project will be managed day-to-day by the project proponent, Enterprise Saint John. It will be the first point of contact for the successful contractor and will make routine decisions as required according to the project plan and scope. Any major decisions, including the finalization of marketing material, approval of project plan and acceptance of deliverables will be brought to the project partners. 5

6 All business development leads, research, and marketing materials will be shared with all partners by the selected consultant(s). The client (in this case a company looking to potentially utilize New Brunswick marine infrastructure) will make a decision on which partner to engage for its project based on a clear business case. It is expected that there will be occurrences in which more than one project partner negotiates with a client to win the same business; the client organization will make a decision that best suits its needs. Constraints: 1) Time - provisional project timeline is as follows. Respondents are expected to identify recommended milestones for completion of each Objective as part of the RFP response. Milestones will be adjusted as appropriate by decision of the steering committee in consultation with the successful respondent. Communication with the project steering committee is to be directed exclusively to the designated contact at Enterprise Saint John. 6

7 Key Success Factors 1. Thorough familiarity with the advanced manufacturing and modular fabrication industry in North America, particularly as regards projects and potential projects accessible by sea from New Brunswick. 2. Thorough familiarity with the transportation infrastructure accessible from New Brunswick. 3. Demonstrated capability to manage complex business relationships involving many disparate stakeholders. 4. Demonstrated expertise in customer communications. 7

8 Selection Criteria The successful contractor will be determined based on the scoring rubric attached as Appendix A. Please note that determination of best value may not result in the lowest cost proposal being accepted. Please include the following information in your quotation: All costs related to the above requested tasks and deliverables, Your company biography and track record with similar or related work, similar projects completed, references etc., knowledge of marketplace, key staff and resources to complete the work, your methodology for completing the work and your idea of deliverables including the final report. Resumes of those potentially working on this project should be included. Similar information should be provided for any sub-contracting companies you intend to use. Identify fixed and variable costs per participating company. Any administration expenses - faxes, mailings, telephone, etc. (Do not include costs of meeting rooms). 9 Payment will be made by cheque, typically within four weeks of receipt of the invoice. Please ensure your organization is setup to receive cheques from a Canadian organization (if international). Enterprise Saint John reserves the right to NOT award a contract as a result of this solicitation Quotations are due Friday December 9, 2016 by 3:00 PM Atlantic Standard Time (-4.00 GMT).
