3 Purpose & Benefits of CORT Tool Purpose: The Department of Defense (DoD) Contracting Officer Representative Tracking (CORT) Tool is a web management capability for the appointment of CORs. The CORT Tool provides contracting personnel and requiring activities the means to track and manage COR assignment across multiple contracts across DoD. Benefits of CORT Tool: Provides an electronic nomination process Review status of all COR nomination requests Identify all training completed by the COR by complexity of the work/requirement (Type A/B/C) Track contracts by COR and CORs by contract Add and review documents Terminate the COR appointment 3

6 CORT Tool Access Requirements The CORT Tool is Common Access Card (CAC) enabled and available to all military and civilian members of the DoD. To access the CORT Tool application, each COR and the COR supervisor MUST have an active WAWF ebusiness Suite account or will need to register in WAWF ebusiness Suite, and request addition of CORT Tool role of COR or Supervisor. The user will follow the steps shown on the screen. (Refer to pages 7-9 of the CORT Tool User Guide) The user will use the correct six character DoDAAC for their organization. NOTE: Contracting Officer cannot be used in place of current supervisor 6

After providing the justification, save and submit the request. If an error message is received, print screen the error message and send via to the CORT Tool administrator for assistance. 12

16 Supervisor Approval Once WAWF ebusiness Suite registration has been submitted, user s supervisor will receive an advising of the role request. The supervisor must approve or reject the request. To do that, perform the following: Click on the link sent in the (This link will be available for 72 hours) NOTE: The supervisor must approve a role request within thirty (30) days. On day thirty one (31) the registration expires and the user role is automatically rejected. 16

17 Types of CORs A Fixed-price (FP) contracts without incentives and low performance risk. B FP contracts with incentives; FP contracts with other than low performance risk; and other than FP contracts. C Unique contract requirements that necessitate the COR have a higher education or specialized training beyond the Type B requirement. Which one are you? 17

19 COR Appointment Process Service nominates individual to be a COR KO issues the COR Appointment Letter Letter identifies: Individual and Area of Responsibility Contract Number Responsibilities, Authorities and Limitations KO signs COR signs Contractor Signs KO distributes The annual evaluation (List Form) of the COR must be completed on the anniversary date of the issuance of the COR Appointment Letter. 19

20 COR Profile The COR must select the CORT Tool icon from the WAWF ebusiness Suite Desktop to see the CORT Tool menu. Certain roles within CORT Tool require a CORT Tool Profile. Those roles include the COR, Contracting Officer (KO) and Contract Specialist (CS). The profile information is used to populate every nomination the COR creates. The profile page consists of three sections: COR information, the Supervisor section and the Training Section. The COR profile must be completed before the COR begins a nomination. 20

23 CORT Nomination/Designation The COR self-nominates as a COR on a contract Before COR completes nominates, he/she must have following information Activity Awarding Contract DLA Select from dropdown menu Contracting Center DODAAC SPE600 Contract number Contracting Officer Be sure to click Submit to finalize submission of nomination 23

24 CORT Nomination/Designation (Continued) If system results in an error stating contract not found in EDA, user should hit return/enter and the system will allow them to proceed. If not, COR must begin nomination process again. The KO designates, appoints and revokes COR functions using COR Revocation Letter *It is recommended that a new COR is appointed prior the revocation of the current COR 24

27 Notes from the Contracting Officer Please submit your COR Monthly Report and CAC Log no later than the fifth of each month and upload them using CORT Tool Ensure COR Reports accurately reflect contractor performance Facilitate seamless contractor transition if required Be aware that all changes to the contract requirements MUST be directed by the Contracting Officer Report issues to the Contracting Officer/Specialist FIRST 27
