5 Program Utilization Key Takeaways 98% is the confirmed budget authority expended for HCV programs as of the November 30, 2015 VMS submission. December submission is due to HUD by SFHA is projected to receive maximum points (20) for SEMAP Indicator 13 Leasing. SFHA continues to work closely with Veterans Affairs and Family Services to ensure available vouchers are fully utilized. 5

7 PIC Reporting Key Takeaways 108.9% is the confirmed reporting rate for HCV programs as of December 31, 2015 New RAD Phase 1 files were submitted to PIC December 1, 2015 which caused the PIC submission rate to go above 100%. RAD files will not count toward voucher utilization until January 1, PIC reporting numbers fluctuate monthly based on Voucher Management System (VMS) reported voucher utilization numbers. HUD requires that the SFHA reporting rate be at 95% or higher. The SFHA is currently in compliance with HUD requirements. 7

9 Operational Updates Recertifications and Inspections Key Takeaways 90% is the confirmed Annual Recertification rate for December SFHA is currently receiving 5 points. 87% is the confirmed Annual HQS Inspection rate for December SFHA is currently receiving 0 points. The SFHA continues to have PIC reporting problems associated with the conversion to Elite. The SFHA will continue to work with Elite and the internal IT department to resolve the PIC reporting issues. Conversion to Elite is not yet stabilized for the Inspections Department. Inspection tablets are not functioning up to capacity so Inspectors are submitting inspection reports manually in the system. SFHA is meeting with Elite regularly to resolve this issue. 9

12 Section Eight Management Assessment Program (SEMAP) Key Takeaways The SFHA is monitoring SEMAP monthly. As of 12/31/2015, SEMAP score is 55%. Site based waiting list establishment is needed to be in compliance with Indicator #1 Selection from the Waiting List Ongoing, continuous quality control and error correction is needed to score points under Indicator #3 Determination of Adjusted Income Weekly reports are being reviewed for Indicator #6 - HQS Enforcement to ensure SFHA is meeting re-inspection guidelines. Annual HQS inspections went down to 87%. Primarily due to reporting issues identified in new Elite system. Continuing to work with the acting manager to ensure no further reductions in performance. SFHA expects to receive maximum points for Indicator #11 Pre- Contract Inspection as greater system controls were implemented to ensure accurate data in these data field. 12

13 Department Activities in Progress Department Activities Emphasis Elite Software Conversion: Inspection tablets have not been working adequately since conversion and have not yet stabilized. Additionally, SFHA is working with Elite to upload census tract data to provide better data analysis of the rental market. PIC: PIC summarization is delayed until February 12, Reexaminations: Staff are working on March June Recertifications. RAD: Phase 1 RAD projects have closed and families were transferred to the Project Based Voucher Program effective 12/1/2015. RAD Phase II PBV requests have been finalized. PBV award letters will be issued by 2/8/
