3 $ Dan Dennis, P.E. Director, P3 Solutions Mr. Dennis serves as our Senior P3 Advisor and Department Director. He earned a Bachelor s Degree in Civil Engineering from Virginia Tech and is a licensed Engineer. His experience in privatized Highway Maintenance began in 1997 as a Project Engineer on a 100-mile interstate O&M project. He went on to become a Project Manager on a 1,000 lane-mile O&M project where he managed a staff of 35, including subcontractors, trucks and equipment to provide all aspects of maintenance, including incident management and snow removal. Mr. Dennis then continued working for an international O&M provider in the business development department as an estimator for P3 and routine maintenance projects. His proposal development experience includes risk analysis, multiple types of bid estimating, and O&M procedural document generation. He used that knowledge to build PILLAR s P3 Department, which also provides input to PILLAR s Asset Management Department. 5 PLANNING We create a detailed O&M plan that describes how the work will be performed and staffed, and which type of equipment is needed. The plan will include frequencies of inspections and routine repairs, while outlining which work can be completed in-house and which will need to be outsourced to sub-contractors. The plan must be sufficiently detailed to provide a high level of confidence to the owner, emphasizing that the developer has the expertise to run the project according to the level of detail in the plan. COLLECTION This stage is where we develop a cost estimate for the bid, which will be an operational budget for the project that takes a bottom-up approach. We create an estimate based on inventory, condition, performance requirements, labor, materials and equipment. Our process begins by carefully gathering all parts of your Request for Proposal (RFP) documents. By making sure each section is accounted for, we prevent problems from occurring later in the process. That first step in the process is then rounded out by completing a high-level inventory of your existing assets to provide a comprehensive estimate and help you win the job. EXECUTION After working through the processes, we will work with your team to provide a detailed Operations and Maintenance Cost Estimate for use in the team s Financial Model and, ultimately, the Proposal Price. The individual parts of the estimate will drive the O&M Plan, as well as inform the Technical Proposal. After winning the project, our Asset Management team will advise and assist your project team to ensure a successful O&M period. ASSESSMENT Each P3 project includes specific details that need to be addressed. To ensure that you meet each requirement, we review and comment on the O&M Technical Sections and Performance Requirements. We also assist with Alternative Technical Concepts by suggesting changes to standards or requirements. Through this review, we identify the scope of routine maintenance (mowing, litter control, etc.) and the major scope of operations (snow and ice removal, incident response time and cleanup, etc.). President With a Ph.D. in Civil and Environmental Engineering from the University of Illinois, Dr. Abuawad specializes in pavement design and preservation to support the field of Transportation Maintenance. He has published numerous journal papers, conference papers, and reports on his field of expertise. Currently, he is using this knowledge to provide consulting services to the Pavement Management Division of VDOT s Salem District. He is responsible for monitoring and inspecting the district pavement network, verifying pavement rating, developing pavement network inventory, and working on the pavement contract preparation process. His research includes: - Designing, Producing, and Constructing Fine- Graded Hot Mix Asphalt (HMA) - Impact of High Rap Contents on Pavement Structural Performance - Effects of Various Asphalt Binder Additives/Modifiers on Moisture-Susceptible Asphaltic Mixtures - Environmental and Functional Benefits and Trade-offs of Hot In-Place (HIR) Recycling Treatment Techniques - Estimation of Moisture Susceptibility of Different Asphalt Mixes Using Surface Free Energy Ms. Hague is a certified National Emergency Number Professional (NENA), Certified GIS Professional, and an Esri-Certified Professional. She brings more than 17 years of GIS experience to PILLAR. A graduate of Virginia Tech, Ms. Hague earned a Bachelor of Arts Degree in Geography, specializing in GIS, Remote Sensing and Cartography. Her professional career began as a GIS technician before advancing into a management position at a private firm. Ms. Hague has expert knowledge of Esri software and solutions. Her passion lies within the advancement of GIS in public safety for governments at the state and local levels. She has become a subject matter expert to better understand how local jurisdictions in the United States need to implement Next Generation Ms. Hague s experience, passion, and Esri partnership help round out PILLAR as one of the industry s premier roadway operations and maintenance advisors. With a Bachelor s Degree in Civil Engineering from Virginia Tech, Mr. Brooks has been working in this field since He s served at every level of Transportation Maintenance, from crew worker to inspector to executive management Mr. Brooks has an intimate, multi-tiered understanding of the inner workings of asset management and maintenance. His experience in privatized Transportation Asset Maintenance brings a profit-centric, analytic view to maintenance operations. That approach led to outsourcing work, such as design, development, procurement, and management of contracts. All the while, he insourced work such as building an in-house guardrail crew from scratch, along with traffic control / incident response crews, mowing crews, and bridge repair crews. His insourcing efforts included the procurement of equipment, materials, and expertise to get the job done and meet federal and state requirements. His belief in inventory as an integral foundation tool of asset management led to the development of inventory and assessment programs at PILLAR. Those programs have collected detailed inventory data on 30+ asset types spread over 600 centerline miles of interstate highway in Virginia. Asset counts include 11,000 signs, 2,500 guardrail terminals, 420 miles of longitudinal guardrail, 1,100 light poles and 700 pavement messages, to name a few. Utilizing his Bachelor s Degree in Civil Engineering from Rose-Hulman Institute of Technology, Mr. Boenke has worked in roadway projects since 1992, performing infrastructure design, inspection, and operations and maintenance. For the latter part of his career, he has been engaged in holistic and sustainable infrastructure management, taking into consideration lifecycles and asset conditions, and forecasting to better develop work plans and procedures for maintaining facilities. Mr. Boenke formed PILLAR in 2002 and continues to be active in the field. 8 ASSET MANAGEMENT SOFTWARE InfraTrak is a mobile Asset Management tool that leverages cloud and mobile device technology so your crews can spend more time in the field and less time bogged down in paperwork. The user interface is GIS-based, providing accurate location and selection of assets. Assets are overlaid on aerial maps giving the user a digital version of interactive field plans. InfraTrak facilitates perpetual asset life cycle tracking, giving field users and office personnel the ability to track and analyze all aspects of asset life cycles. With this app you can eliminate the need for legal pads and some spreadsheets. The app works with or without internet connectivity.
