1 Online interactive Risk Assessment: Report on the development of the EU OiRA Tool for the Cleaning Sector Summary based on the 15 th October presentation by Lieven Eeckelaert from Prevent at the first Joint Working Group Meeting

2 Introduction: Why OiRA? Enterprises need help in identifying risks (ESENER findings) There is sufficient evidence at EU/MS level to conclude that micro and small enterprises (MSEs) have some shortcomings/challenges to overcome when it comes to risk assessment (RA): It is not necessary, because we do not have any major problems The necessary expertise is lacking A lack of technical support or guidance

4 I- The OiRA project: aims Coordinated and supported by the European Agency for Safety & Health at Work (EU-OSHA) To contribute to the development of simple tools to facilitate Risk Assessment (Community Strategy ) To develop and promote free, practical tools to help companies (in particular micro and small companies) to put in place a Risk Assessment process To build a critical mass of social partners (EU and national), governments, public institutions interested in developing and disseminating RA tools tailored to the specificities and needs of European MSEs

5 I- Based on the Dutch Example The OiRA tool is based on the successful development of the Dutch RI&E (Risk Inventory and Evaluation) instrument: RI&E MKB 2004, was a project for MKB- Nederland, the Dutch employer s organisation for SMEs Financed by the Dutch Ministry of Social Affairs and executed by TNO, an independent research organisation Aimed to simplify the RA process for Dutch SMEs across various sectors Led to the development of the 172 sectorspecific digital RA tools available today at

10 I - The OiRA philosophy Provision of free and open source software More than a software, a diffusion model where social partners play a key role OiRA tools available to the end-users free of charge Development of an OiRA community: Sharing tools (possibility to clone and translate/adapt tools from other countries/sectors) Sharing of experiences/good practice

11 Second part: an EU OiRA tool for the cleaning sector

12 II- OiRA for the cleaning sector Target audience: small and medium sized companies (up to 50 employees) Language: English Voluntary tool 2 subsectors to be covered: Office cleaning + Window cleaning EU tool After the formal validation (June 2014), national social partners can develop their own national tools, based on this EU tool, and this with the eventual support of EU- OSHA Based on / refer to EU OSH legislation
