5 Location Situated in Manchester Square between La Cienega, Arbor Vitae, 98 th St and Aviation Blvd. Purpose Provide single location for all rental car companies Eliminates rental car buses from CTA through connection with APM Provides facilities for: ConRAC Overview Pick-up/drop-off of rental cars Storage for managing peak flows Fueling/cleaning/light maintenance 5

6 ConRAC Delivery The ConRAC will be delivered under a Design-Build-Finance- Operate-Maintain agreement with the chosen Developer over the course of 29 years To deliver the ConRAC LAWA and Developer will engage in a 29 year DBFOM agreement: Design and Build: Developer has 4 years to complete design and construction Finance: Partial financing provided by Developer, with LAWA making milestone payments during design and construction, and availability payments during the operations period Operate and Maintain: 25 year responsibility to operate ConRAC assets per LAWA s performance criteria Availability payments to the Developer will be contingent on ConRAC s successful operation and are subject to deductions if performance criteria are not met 6

7 RFP Development For past 6 months working with Rental Car companies to develop performance criteria and concession and lease agreement Performance criteria form basis for RFP RFP based on APM RFP Over coming months we will: Hold one-on-one meetings Review Alternate Technical Concepts (ATC) Answer proposers questions 7

8 Proposal Evaluation ConRAC Developer selection process will be a qualificationbased evaluation with two independent steps to determine Lowest Ultimate Cost Proposer Steps in evaluation 1 Technical proposal evaluation 2 Financial proposal evaluation % of total Evaluation Scoring 30% 70% 8
