3 Ontario s Ministry of Infrastructure The following slides and update have been supplied courtesy of the Ministry of Infrastructure as shared at a recent Asset Management Symposium They outline the recent consultation process, results and projected timelines

4 Progress on Asset Management In 2012, the province launched the Municipal Infrastructure Strategy, focusing on asset management planning as the foundation to address infrastructure challenges.

5 Purpose of the Regulation Spread best practices. Update the existing provincial framework for municipal asset management planning, and help translate plans into action. Provide a degree of consistency to municipal asset management plans, while also providing appropriate flexibility.

6 What would the Regulation Require? Municipalities to establish strategic asset management policies to support the practice of asset management Likely within months Plans to contain similar elements to 2012 Guide for Municipal Asset Management Plans, and phase in enhanced service level-driven approach for all assets, Likely over 3-5 years Common language to define and explain service levels for core infrastructure Update plans at least every 5 years and provide an annual progress report on implementation

7 Ministry Consultations Since Winter 2016, the province has been consulting a group of technical experts on an ongoing basis In Summer 2016, the province held online and inperson regional consultations on the proposed asset management planning regulation Over 330 individuals representing over 220 municipalities and other organizations participated

8 Reflecting the Feedback Proposed update Building in more time Description Phasing in requirements over a longer period of time, to help address capacity challenges. Tentative proposal of phase-in from Offering tools and supports Improved service level approach Scaling requirements by community size Providing tools and supports to help guide municipalities in meeting requirements, and learning best practices. Defining service levels by what the end-user gets in a clear and precise way. Focus first on describing current levels of service, then phase-in requirements to establish proposed levels of service. Exploring options for different levels of analysis for small and large municipalities.

11 The Municipal Challenges Different levels of AM maturity AM Plans in place in 95%; But Many do not have the capability or capacity to regenerate them Lack of engrained process or strategies Lack of knowledge of what to do with it Many were cookie cutter strategies, farmed out, to meet the requirement to have one SO WHAT TO DO?

13 The Origins Started out as a TCAA Working Group A working group is a group of subject-matter experts working together to achieve specified goals Focus around a specific subject area Interdisciplinary collaboration The lifespan of a working group can last anywhere between a few months and several years

14 Asset Management Ontario The Transformation: The Group matured beyond just PSAB and TCAA Seeking to satisfy the growing needs of knowledge sharing to help make the connections between the infrastructure, finance and engineering worlds Seek to advance the field of asset management Fill the industry gap between Finance and Engineering we need everyone to succeed!

15 AM Ontario Objectives A new combined accountineering focus: Engage the finance, engineering, program, and program planning worlds. Experiences with asset accounting and asset management information systems and capabilities. Proactive in dealing with the evolving asset management regulations, and regulators. Forum for exchange of ideas in the management of asset reporting requirements, and asset management best practices

16 What Have WE Learned? We all run into blockages or challenges! Can we develop specialized expertise and skills? Can we seek out the experts? Are we proactively building those relationships? We need to find and nurture these relationships inside and outside our organizations, AND Within the industry!

CNAM, MFOA, OCSI)

20 Rising to the Challenges Increased number of Municipal members 90+ registered members from over 40 municipalities Broader participation cross-professionally Participation in Consultations with the Ministry Direct participation of Ministry staff in meetings (MOI and MMAH) Sharing of Best Practices, challenges and Samples: LOS frameworks, Policies, Strategies for many asset types

21 Lessons Learned It s a progression just like all of AM keep improving Remember, everyone is a volunteer Delegate and share the load Listen to Feedback Understand your members and what motivates them Show value to all types of Professionals
