4 6 Asbestos and construction design management excellence 7 Asbestos Management Asbestos is a naturally occurring silicate mineral fibre which is mined from rock seams around the world, including Canada, South Africa, Russia and China. Asbestos has a number of unique properties such as thermal stability and a high tensile strength, which are extremely useful in construction. As a result, asbestos was used extensively in the UK in the last century, with peak uses in the s. Asbestos was used in more than 3,000 man-made products including insulation, boards, cement, textiles, vinyl and many other materials. Historical and listed buildings can also contain asbestos even if it wasn t used in the original construction it could have been introduced during the life of the building through refurbishment and other modifications. Asbestos is a category one carcinogen. Prolonged exposure to large amounts of airborne asbestos fibre can cause fatal cancers if you breathe them in. The Health and Safety Executive (HSE) estimate that asbestos related diseases cause around 5,500 deaths every year in the UK. The realisation of its effect on health resulted in its gradual prohibition with the use of white asbestos finally banned in the UK in In an attempt to prevent further deaths, the HSE introduced a set of specific health and safety regulations to help control and manage asbestos in the workplace. The HSE now actively enforces the Control of Asbestos Regulations 2012 (CAR 2012). Regulation 4 clearly defines dutyholders as those who manage non-domestic premises; these are the people with a legal responsibility for protecting others from the risk of asbestos exposure. Those responsible for managing asbestos in domestic properties such as landlords, local authorities and housing associations also have a duty to provide a safe working environment with regards to asbestos under the Health and Safety at Work etc Act Santia s national team of consultants help dutyholders to keep their people and working environments safe. 5 8 Asbestos and construction design management excellence 9 Asbestos surveys One of the first steps to managing asbestos is to identify its location and condition. This is normally achieved by an asbestos survey. The HSE guidance note HSG 264 strongly recommends the use of UKAS accredited surveyors because they have the relevant training, experience, quality control systems and insurance. Santia is accredited by UKAS, the UK s sole accreditation body for asbestos surveys and testing. All staff who are responsible for scoping a survey are appropriately experienced and qualified, having started their career in the asbestos industry in the field. This means that our Project Managers, Consultants and Business Development Managers are all technically qualified to scope a simple Management Survey through to a complex Demolition Survey. Confined spaces, work at height, isolations and any other aspect requiring consideration during the desk top study, risk assessment and planning process are accounted for. This results in our Surveyors working safely on site and a thorough survey report for our customers, with no exclusions or limitations from the standards required by HSG 264. Our in-house laboratories also give us full control of the quality of analysis and the flexibility to respond to emergency situations when a customer needs a prompt result. Santia is also the only UK laboratory which offers a unique method for asbestos fibre discrimination using a combination of Phased Contrast Microscopy (PCM) and Polarised Light Microscopy (PLM). With in-house laboratory facilities, we have full control over quality and resourcing, enabling us to react and respond to fluctuating demands. We have the capability to analyse thousands of samples per month and have maintained the highest AIMS score for more than 6 years and consistent RICE Category 1 performance; a testament to the quality of our analysis. The Control of Asbestos Regulations 2012 (CAR 2012) places substantial legal duties on those responsible for asbestos management and removal. Whilst the requirements for locating and assessing asbestos can be addressed by engaging experienced UKAS accredited consultants, the requirements for arranging necessary maintenance or removal works are far more extensive and complex. The Santia Preferred Service Providers Scheme (SPSPS) helps our customers to overcome these challenges by providing a mechanism to confidently procure high quality, legally compliant asbestos maintenance and removal services from our approved list of HSE licensed contractors. Santia have sub-contracted asbestos removal on behalf of its clients for more than 15 years. Our processes for assessing the credentials and performance of the service providers have evolved and developed into a system which is now unique in the industry, and includes checks for: HSE licenses, statutory health and safety notices and prosecutions, insurances, training, accreditations and certifications, industry memberships, competency and qualifications of staff, financial status, management structure, key personnel and geographical capability. 10 18 Asbestos and construction design management excellence 19 CDM services The Construction (Design and Management) Regulations 2015 (CDM 2015) and the HSE publication L153 Managing health and safety in construction provides guidance on the legal requirements for CDM 2015 to help anyone with duties under the Regulations. CDM 2015 applies to the whole construction process on all construction projects, from concept to completion, and prescribes what each dutyholder must or should do to comply with the law to ensure projects are carried out in a way that secures health and safety.
