5 1.10 Conditions Prior to Project Initiation Prior to the start of implementation of the project activity, there is no power generation unit at the site of the proposed project. In absence of the project activity, electricity delivered to the grid by the project activity would have been generated by the power plants connected with the North China Power Grid, which is dominated by fossilfuel fired power plants Compliance with Laws, Statutes and Other Regulatory Frameworks 1.12 Ownership and Other Programs Right of Use The business license of the project owner is provided, in which the name of the Project owner is Inner Mongolia Xinjin Wind Power Co., Ltd., and LoA issued by NDRC is provided, which demonstrates that the project name is Inner Mongolia Hangjin Yihewusu Wind Power Project and the PP is Inner Mongolia Xinjin Wind Power Co., Ltd Emissions Trading Programs and Other Binding Limits The project does not take part in emission trading programs besides their status under CDM. However, the VCUs claimed are related to a different period (14/03/2008 to 17/12/2010, before the start of the CDM Crediting Period 18/12/2010) and therefore there is no double counting Participation under Other GHG Programs The project has finished CDM validation on 5 th Feb, 2010 with the Final Validation Report completed. The project started operation since 14 th Mar, 2008 which is less than two years before the validation completed. Therefore, the project fulfilled the Article of the VCS Standard version 3.3. The project initially uploaded on 8 th Feb, 2010, and then withdraws on behalf of the client. The project finally uploaded on 16 th Aug, Project has been registered as CDM project, the reference number is 3936, and linkage: The VCUs claimed are related to a different period (14/03/2008 to 17/12/2010, before the start of the CDM Crediting Period 18/12/2010) and therefore there is no double counting Other Forms of Environmental Credit The project neither has nor intends to generate any other form of GHGrelated environmental credit for GHG emission reductions or removals claimed under the VCS Program, or that any such credit has been or will be cancelled from the relevant program. 5
