3 Summary The Facilities Management Department of the University of Minnesota, Twin Cities Campus, entered into five year contracts with Egan, Nasseff, MMC and Northland for. The selected companies will have no minimum or maximum requirements for awarded work as part of RFP DL. January 1, 2019 is the effective date of all four contracts. Established purchasing approval levels apply to all purchase orders. The University will order services based on the University s judgment and the company s knowledge and experience with the type of work, the type of facility, etc. When requesting services from one of the vendors use RFP DL. The selected vendor may perform the work through subcontractors approved by the University, provided the selected vendor shall be responsible for the performance of any of its subcontractors. Vendor services include 24x7 emergency services. See page 7 for the emergency contact information for each vendor. 1

4 One Hundred Hour Job Simulation November 2018 (Based on 1 st year contract labor rates) Check the vendor s detailed labor rate page for more information about current and future year labor rates. The information below provides a quick reference to compare vendor costs per trade based on first year loaded labor rates for a one hundred hour job simulation. 5 Purchase Order Overview The requester s purchase order will allow the University to purchase goods and services with a total value of $49,999 (up to $250,000 for U Construction projects) and will not be subject to University polices which require an open and competitive bid process or exception to the competitive process, such as sole or single source suppliers because those requirements have been covered as part of the RFP. Prior approval from your supervisor is required for purchase orders over $49,999. Purchasing Services and, if necessary, Office of General Counsel will collaborate with requestors and provide guidance to ensure the University s needs are met. Egan, Nasseff, MMC and Northland will perform the work based on their contract labor rates that shall include all costs necessary to complete the work in accordance with the Contract Documents, physical inspection, defined scope of work, drawings, etc., including their overhead and profit. No trip charges, fuel surcharges, mileage, parking fees, or other miscellaneous charges will be allowed for any services or related activities under this contract. 6 Purchase Order Administration Purchase order administration includes: processing the purchase order, confirming services are performed or receiving, inspecting and accepting goods and paying the invoice or being deeply involved in the development of a statement of work (SOW), implementation and closeout of a project. Established purchasing approval levels apply to all purchase orders. When requesting services from one of the vendors use RFP DL. Typical activities associated with purchase order administration include the following: Have a SOW that explains all the tasks and milestones that must be reached within the period identified by both the supplier and the University department. Depending on the SOW getting more than one proposal would be a good idea. Become familiar with the Contract Terms and Conditions. Contact the Purchasing Category Manager if you have any questions about any of the contract Terms and Conditions. Create a checklist of all aspects of the contract to monitor, based on the contract itself and the SOW. Maintain this checklist throughout the contracting term. Conduct regular progress reviews with the supplier and publish meeting minutes. Document purchase order changes and discuss them with your Purchasing Category Manager. Review and accept or reject invoices and close out the project with the vendor and per established project closeout processes. 4
