2 2 Introduction We recognize that long-term success in our industry demands delivered business value to our clients, a challenged and engaged workforce, and the ability to adapt to the changing market. We have built our company upon a foundation of commitment, collaboration, integrity, transparency, and community. We take pride in our accomplishments; yet continuously seek ways to improve. In 2018, we remained thought leaders in our markets, met the expectations of our clients and continued to provide our employees with challenging and exciting opportunities. We grew 15% in revenue and 24% in number of clients served. This growth has allowed us to impact more clients, our people and the communities that we serve. We are pleased to share some of our accomplishments in this report. Commitment to Client Success In 2018, worked with 93 clients on over 195 projects, helping them address complex challenges related to people, process, and/or technology changes. Here are a few examples:! Baltimore City Community College s (BCCC) student enrollment grew by 8% after engaging Navigator to perform process improvement efforts. This engagement marked one of the first times in multiple years that BCCC outperformed the market, reversing five years of declining enrollment.! Ascena Retail Group engaged Navigator to help them with their enterprise transformation initiative known as Change for Growth, which included a Workday HCM implementation.! CAS, a division of the American Chemical Society (ACS), the largest scientific society in the world, has partnered with Navigator to help build and mature an OCM Center of Excellence (COE), which has been used to the benefit of many initiatives across the enterprise.! Business transformation turned into reality at Eastern Gateway Community College through a full suite Oracle Cloud implementation. Results achieved included increased accuracy, operational effectiveness, and efficiencies in administrative processes enabling focused education and learning with flexibility to support future college growth and initiatives.! A global health care services company partnered with for change management and data management activities for its SAP integration project related to the acquisition of a medical devices business. This was the company s largest medical products acquisition at the time and positioned them as a leader in Global Manufacturing. Within 6 months, Navigator tactfully and skillfully assisted the client in integrating new business operations, data, products, and users into a complex and expanding SAP landscape. The changes impacted 10,000+ employees, across 6 countries and 10 business functions.

3 3 National Influence We worked with clients in 22 states, servicing them through our offices in Columbus (Headquarters), Cleveland, Baltimore, Atlanta, Phoenix, and Boston. Navigator Project Locations High Client Satisfaction We continued additional work at two-thirds of our clients from 2017 to We are pleased to report that our customer satisfaction scores were high in 2018, and have remained high throughout our Navigator history. The survey questions we ask our clients provide an insight into how we focus as a consulting firm in driving sustainable results for our clients. 4 4 Market-Leading Enterprise Solutions Partnerships We selected our solution partners strategically, and are proud to have partnerships with firms that are leaders in the market. Our strategic enterprise cloud ERP partnerships include Oracle, SAP, and Workday. In the BI/Analytics space, we maintained strategic partnerships with Cloudera, Tableau, and others. Our strategic partnerships provide Navigator with insight into product releases / enhancements, best practices, and specialized training/certifications. Here are a few solution partnership highlights from 2018:! Designated an official Workday Education and Government Deployment Partner! Increased the number of clients served across industries as a Workday Advisory Partner and Workday Application Management Services (AMS) Partner! Selected as an Oracle Student Financial Planning Early Adopter Implementer! Achieved SAP Silver Partner level status! Completed Oracle Cloud and Workday projects as the prime implementer! Continued to support SAP SuccessFactors projects! Added Cloudera as another strategic partner The Prosci Authorized Training Partner in the U.S. Organizational change management (OCM) plays a critical role in large, complex change initiatives. Since our founding nearly two decades ago, Navigator has recognized the importance of this discipline. We believe our OCM investment is a key factor in our success helping clients achieve their desired business outcomes. In 2018, Navigator was named the only Prosci Authorized Training Partner in the United States. We have 8 Certified Prosci Advanced Instructors on our team who conducted 32 Prosci classes last year. They trained over 500 individuals across 39 clients. Navigator is proud to work with Prosci, the global leader in change management methodology, to offer bestin-class change management training and service to our clients. In addition to our Certified Instructors, we also invested in Prosci internally. At the end of 2018, 60% of all Navigators were Prosci -certified Change Management practitioners.

5 5 Capability Growth We continued focus on several synergistic core capabilities that we bring to each of our clients. Business Analysis & Process Design Business Intelligence & Analytics Enterprise Solution Strategy Organizational Change Management Program & Project Management Testing & Deployment Selected Highlights: Organizational Change Management (OCM) continued to be a key enabler for project success. In 2018, our total OCM services revenue grew 12% over 2017, and represented 25% of our annual revenue. Our OCM Capability added 19 resources, 18% growth from the previous year. Our OCM resources are also making an impact in professional organizations: four Navigators were elected to leadership roles in the Association of Change Management Professionals (ACMP) in Our work in Business Intelligence and Analytics (BI) continued to be a driver of innovation at our clients. In 2018, we increased our focus on full life cycle BI, including strategy, data engineering, dashboards, embedded reporting, and analytical models. With a heavy focus on engagement and adoption, we've helped our clients become more data driven, make more informed decisions using modern analytical architectures, and build cultures based on governed self-service. BI services accounted for 15% of Navigator's annual revenue in 2018, we successfully delivered 32 BI projects, and our BI client count in 2018 more than doubled compared to Finally, our work in analytics at the State of Ohio was nominated for a 2018 Strata Data Impact Award. We announced the creation of our new Enterprise Solution Strategy capability group. This capability group was the culmination of an evolution of many of our historical offerings into a new, focused offering through which we serve as an independent, objective advisor to clients. Services offered through this group include: " Solution architecture assessments " Solution selection " Cloud migration strategy and integration architecture " Data conversion strategy

6 6 Industry Growth We take pride in our industry acumen when solving complex challenges and uncovering opportunities. Our deep industry expertise is focused within nine primary industries: Education Energy Financial Services Healthcare Manufacturing Non-profit Professional Services Retail State and Local Government In 2018, Navigator worked with 25 Education clients, delivering a variety of capability and solution-based work. We expanded our client base and experience in the non-profit industry, implementing BI and Workday solutions. Our presence in the State and Local market remains strong, where we continue to lead in the BI/Analytics space. Navigator Partner Network (NPN) Our Navigator Partner Network (NPN) continued to play an important role in enabling Navigator to lead and staff enterprise-wide and complex projects at our clients. NPN is an extension of Navigator's go-to-market capabilities and solutions with the intention of fulfilling project resource needs, as well as providing complementary skillsets needed for a particular project. In 2018, we worked with more than 100 vetted and highly qualified NPN resources from 33 partners. We appreciate the value that these partners bring in working together with us to service our clients. Professional Development Professional development continued to be a significant focus for us.! Navigators hold 560 certifications and advanced degrees! 60% of our employees are certified Prosci change practitioners! Nearly 50% of our employees are certified Project Management Professionals (PMP)! More than 150 enterprise ERP certifications (total across Workday, Oracle, and SAP)! Over 13,000 total professional development hours in 2018 Navigator also invested in internal training in 2018, expanding our Core Professional Development curriculum with new offerings like BA 101 and BI 101. We also continued to partner with external training providers to offer courses hosted in our offices.

Recognized as a Best Place to work in Atlanta! 2018 Top Workplaces Award by Columbus CEO Magazine and 10TV Giving Back Navigators continued to make an impact on their communities in 2018, providing volunteer hours and monetary contributions to many organizations doing great work in our communities. More than 10% of Navigators served as community leaders on the boards of local non-profits. As a firm, Navigator continues to make corporate contributions to the organizations that our employees support, dispersing funds through our employee-led Charitable Board. In 2018, we supported over 200 non-profit organizations. Navigator was also honored for the 11 th time with the Corporate Citizenship Award (formerly known as Corporate Caring).
