2 eprocurement history in Latvia 2000 launched the first version of e-notification system (static HTML); 2002 dynamic e-notification system with search engine ( Cabinet of Ministers accepted conception on Usage of IT in the public procurement system ; 2004 State treasury developed epayment IS ekase (later Cabinet of Ministers accepted conception On advanced electronic signature carrier selection and e-signature usage in Latvia 2005 launched the first version of e-catalogues ( Cabinet of Ministers accepted eid card conception 2010 launched the second version of e-catalogues ( e-catalogues usage becomes mandatory for state institutions 2012 eid card usage 2012 EPS awarded as best egovernment system ("Platīna pele 2012") 2014 e-certificate module integrated into EPS 2015 launched the third version of e-catalogues ( e-tender and e-auction module integrated into EPS 2

6 Open framework agreements legal basis for e-catalogues Many suppliers whom the contract was awarded through open procurement procedure (which is organized by the central procurement body) The possibility for predefined types of buyers to join the system while the agreement is valid. Request preparation and sending Identification of grounds for request, law and procurement procedure identification, needed e-certificates automatic detection Verification of data requestors If person is alive and if personal data is correct Identification of related persons identification of decision takers and members of the board of verified persons and verification in the Citizen register (for legal person only) e-certificates preparation data collection, PDF preparation, e-certificate numbers and QR codes allocation, provisional desition suggestions Notification to requestor by and system message 16

18 Why e-certificates? Private person isn t a postman for public institution If the information which is necessary for taking an administrative decision governing public legal relationship with a private individual is at the disposal of another institution, the institution shall obtain it itself, without requesting it from the private individual (State Administration Structure Law, section 10. Principles of State Administration, part (8)) Fast Cheap Good (with EPS you don t need to pick just two) Great resources saving (less paper spent, less human work added), great time saving (less time spent on final document as system can provide instant information) information credibility (less human factor involved - less mistake possibility) 18
