WDA as an Acquisition Strategy Provides Govt PO with an Independent Organization to Design/Prototype/Test System Non-Proprietary Data, Government Has Unlimited Data Rights Coordinates closely with Govt on program execution, but understands DA is contractually responsible for successful performance. Executes Risk Reduction and Prototyping Selects, awards, and manages subcontracts to industry leaders and domain experts Performs required component/system engineering and programmatic tasks to Transition Designs to Production Provides Program with Deep Domain Knowledge An Innovative Way to Develop New Capability Systems or Improve Legacy Systems 4

5 Move fast with discipline Advantages of a WDA All aspects of execution streamlined to be fast However, value-added system engineering and processes followed to ensure success Contract actions formal but fast (enhanced if an OTA is used) Subcontracts and program changes in days or weeks, not months Program reviews streamlined DA working with government approval, tailors formal review criteria (only do value-added parts) Speed reduces cost Key value-added work still must be done, but eliminating non-value added/duplicative tasks and streamlining the contracts/subcontracts process significantly reduces time and cost. Maximizes government-owned Intellectual Property Design agent does not own any IP. It is an agent for the government, and all possible IP is owned by the government increases competition and reduces future productioncosts. The right WDA enables fast, disciplined, and successful execution. 5

21 Some Lessons We Are Learning There is No Magic Here! The Work is the Same No Short Cuts to the Real Work Speed with Discipline But Design/Analysis Tools Today Minimizes # Engineers Needed to do the Work This is Not a One Size Fits All Concept Adapt and Adjust as Needed Large Bureaucracies Can and Will Still Get in the Way Govt Needs to Consider How They Motivate to Increase Speed of Acquisition If You Move Away From TSPR Someone Has to be Responsible OTA as Contract Vehicle Seems to be Optimal for DA Work Right Team Dynamics/Interaction Are Critical Sitting Up Close With the Govt Program Office Is Essential Govt PM Just Saying You Are Agile Does Not Make it So Look for DA s That Have Proven Themselves to be Agile WDA is Definitely Something Worth Pursuing Further 23
