4 Systems Modernization patterns in Asia we have observed: a rapidly evolving vertical (national needs driven) modernization, with largely different pace from country to country Extremely slow horizontal (regional level) integration and modernization But Trade facilitation requires much more than just vertical modernization Trade is by nature a global activity that involves multiple countries in most transactions / movements This can only occur by effective and efficient regional integration 4

5 From Simple Targeting an achievable integration level Risk of being too weak of an integration to promote the true value of cross border communication Risk of being too ambitious: a frequent failure factor due to inadequate support To Advanced There is no answer that applies to all regions. The integration level targeted should be based on realistic expectations based on the regions infrastructure and sensitivities. 5

6 Some practical suggestions Instead of planning extremely ambitious integration scenarios, countries and donors should focus on: What needs to be done Why and By When Endless and costly capacity building projects should give their place to a smart mix of smaller and well targeted (consulting and implementation) integration projects. Trade will benefit a lot more from quick wins as opposed to a perfect integration scenario in the far future Regional Integration scenarios should enable and promote early bilateral or multilateral collaboration of individual countries to be used as pilots for broader participation 6

8 The significance of open standards In the meantime Countries will continue to develop their backend and Trader support systems The risk of national systems being implemented in a way that does not promote future integration is high The remedy Encourage and fund system implementations that practice open standards and do not lock countries to proprietary software or platforms Focus on projects that can help countries present a simple and unified interface to the trade world, hiding their internal diversity in non uniform systems and processes. Single Window implementations are a good example. Promote solutions that are open to multiple technology platforms 8
