LIC intends to procure ready to use esign Gateway/Services configured, integrated, delivered, tested and deployed for production usage at LIC in 1 week from the date of purchase order. II. III. esign Gateway/Services are required on per successful esign transaction basis. Single Transaction would include the requirement for multiple digital signatures in a Multiple Page Document or Documents. esign Gateway/Services will enable the LIC application users to digitally sign the document in online web application using the UIDAI Aadhaar. IV. esign Gateway/Services and Features to be provided within the per transaction cost : i. UIDAI Aadhaar based Digital Signature at the desired places on the document. ii. Digital Signing of multiple PDF document with multiple pages with one Aadhaar authentication. Digital Signature on multiple places on the document. Digital Signature on multiple pages of the document. Digitally signing upto 10 PDF documents with multiple pages, at multiple places with one UIDAI Aadhaar authentication iii. APIs, SDK, Sandbox environment available. iv. Coordinate based Signature Display across pages with desired display parameters. v. Complete document audit trail available. vi. Widget/JavaScript/Web based integration with LIC Web Based Business Application. Solution should enable production ready integration with LIC Online web based application within three working days. vii. Vendor to provide the integration api, kit and services at no additional cost. viii. Vendor to provide detailed transaction MIS to LIC in the desired format. V. Sealed quotations/rates are invited from firms / companies registered in India on company letterhead in the prescribed format. VI. VII. The e-sign services are required only on PILOT PROJECT basis for an initial duration of ONE YEAR from the date of purchase order. The duration may be extended by mutual agreement. Being Lowest Cost Based Selection Bid, the Bidder, who has submitted the lowest, responsive and compliant Commercial bid shall be selected and considered for the award of the assignment i.e Lowest Total Amount Per successful e-sign transaction (c+d) as quoted in Commercial Bid format. 2 In case L1 bidder (Lowest Cost Bidder) fails to provide services, LIC reserves the right to award the assignment to L2 bidder subject to the condition that the L2 bidder agrees to match the price quoted by L1 bidder. VIII. IX. Bidders must submit their bids in a sealed envelope marked Quotations/ Rates for Procurement of esign Gateway Services. The validity of the submitted quotations must extend upto ONE YEAR FROM THE DATE OF BID SUBMISSION. X. The bids submitted by telex/telegram/ fax/ etc. shall not be considered. No correspondence will be entertained on this matter. XI. The Commercial Bid along with the General Information about the Bidder and the Compliance Document to the esign Gateway/ Services Requirement, duly filled in, should reach in sealed cover to LIC on or before 10 th October 2016, hrs at the following address: Executive Director (IT/BPR), Life Insurance Corporation of India, Central Office, Information Technology Department, 2nd Floor, South Wing, "Jeevan Seva Annexe", S. LIC reserves the right to accept/reject any/all offers without assigning any reason whatsoever. A non-disclosure agreement would be executed by the vendor whosoever is to provide the services and support to in-house software development/maintenance/testing teams or providing training services. XV. Bidder must have valid agreement with CCA Empanelled esign Service Providers emudhra Ltd. / C-DAC / (n)code Solutions. XVI. Terms and conditions: a. There is no minimum transaction volume guarantee by LIC. Bidders also cannot impose requirement of any minimum transaction volume. Bidders should not quote any transaction volume based prices. b. Taxes & Duties: The prices quoted by vendors shall be in Indian Rupees only and will be inclusive of Sales tax, service tax, any other Government taxes & levies as at Mumbai. Octroi/ Entry Tax, wherever applicable, will be paid as per actuals on production of the original receipt. c. Delivery time for Services: 7 days from the date of issue of purchase order along with all necessary integration with LIC Web Application, testing, configuration and deployment. 3 d. No advance payment will be made by LIC. e. Payment will be made on monthly basis for the transaction successful, based on the invoice and exact number of transactions certified /accepted by by LIC. f. TDS will be deducted for any payment made by LIC as per prevailing rules. g. Documents to be produced for release of payment:- i. Invoice (it should contain reference of Purchase Order for execution, acceptance certificates for services delivered, total amount details) h. No separate Contracts for the above needs to be entered into. The Purchase order itself is the Contract. i. 100% of the payment will be made within 21 days from the date of submission of invoice with complete documentation. j. The documentation will be considered as complete if the Vendor has the Invoice duly printed on the letter head, duly acknowledged and signed by LIC s officials with name, designation, date and stamp. k. After deployment of the esign service(s), an Acceptance test will be conducted by the concerned users of LIC who will be required to issue sign-off certificate in case of successful implementation.
