BTPS / FPS-Township/ / 202 DATE: Name of Work: Design, engineering, manufacture, quality surveillance, testing at works, supply, transportation to site, storage at site, local transportation, erection, testing and commissioning and handing over of Fire Protection System for residential buildings at BTPS town ship (24 blocks) on TURNKEY basis near Kudathini, Bellary-Dist, Karnataka- Reg 1.0 The Chief Engineer (O&M) BTPS invites bids from the qualified bidders for the Design, engineering, manufacture, quality surveillance, testing at works, supply, transportation to site, storage at site, local transportation, erection, testing and commissioning and handing over of Fire Protection System for residential buildings at BTPS town ship (24 blocks) on TURNKEY basis near Kudathini, Bellary-Dist, Karnataka 2.0 Pre-qualification criteria and Tender documents may be downloaded from Government of Karnataka e-procurement website under login for contractors. After login to Contractors, please scroll down to the right side bottom to see List of tenders, please click there to find the details of NIT and download copy of the tender. The tender can be downloaded in the portal as per prescribed date and time published in the portal only. Interested Contractors who wish to participate should remit on line transaction fee for tender after registering in the portal. The transaction fee is non-refundable. 3.0 Tenders must be accompanied by Earnest Money Deposit of Rs.6,00,000/- which should be paid online through e-procurement portal at the time of submission of bids. Bidder shall remit Rs.1,00, (Rs. The copy of BG shall be uploaded in technical bid and original BG shall submitted to Chief Engineer (O&M) BTPS, KPCL, Kudithini before opening of technical bid. 4.0 Those who intend to participate in tender can down load tender document from Government of Karnataka e-procurement Web site gov.in 5.0 Qualified bidders shall submit Tenders (both Cover - 1 & 2) electronically (online through internet) within the date and time published in e-procurement portal. First Cover (containing PQR / technical particulars) of Tender will be opened at prescribed time and date in the e-procurement portal, in the presence of the Tenderers who wish to be present at the office of the Chief Engineer (O&M), BTPS, KPCL, Kudathini , Bellary (D). Opening of Cover-2(price bid) will be intimated later. 6.0 Brief scope of tender is as follows. Other details can be seen in the tender documents. 4 8.0 Eligibility Criteria / PQR: Eligibility Criteria/Qualification requirements: The following are the eligibility criteria for the bid: (i) (ii) Bidder must be a Manufacturer of Fire protections system and allied fire alarm OR Agency who have executed Designed, supplied, Erection and Commissioned Fire Protections System and allied fire alarm Bidder shall have mandating satisfactory completion as a prime contractor for at least one similar work experience of "Execution of Design, supply, erection and commissioning of Fire Protections System and allied fire alarm of single work order value not less than Rs.320 lakhs to apartments / high raise buildings or to any major industries in India which are in satisfactory operation for not less than 2 years in the preceding five years. (iii) Intending bidder in its name should have in the last five years i.e , and achieved in at least TWO financial years a minimum financial annual turnover of Rs.800/-lakhs(Rupees eight hundred lakhs only). (iv) Those bidders whose EMDs are forfeited/ contracts have been terminated/ foreclosed by KPCL or elsewhere or whose performance has not been found satisfactory while executing contracts with KPCL or elsewhere during the last 10 (ten) years are not eligible to bid. The Bidder shall give declaration (Schedule- 18) that EMD has not been forfeited and none of his contracts have been terminated/ foreclosed on account of their default in KPCL or elsewhere during the last ten years. (Declaration by the bidder shall be duly signed by the Notary and uploaded in the e-portal). Note: The intending bidder shall furnish the following documentary evidence to substantiate the qualification requirement specified above the fulfillment of which is prerequisite for opening of cover-2 containing the price bid. i) Satisfactory performance certificate signed by an officer of the rank of Chief Engineer or Station Superintendent / Competent Authority of respective Power Station / Substation / Distribution utility certifying the performance of the underground system for a minimum period of two consecutive years during the previous 10 years ii) Furnish a copy of annual report duly certified by the chartered accountant for the preceding five financial years along with profit & loss statement iii) Furnish a quality assurance plan adopted. 9.0 Bidder shall not be under declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka. 5 10.0 The bid is of two cover system. The Bidder should upload scanned copies of the following documents COVER-I (Technical Bid) a) Satisfactory performance certificate signed by Competent Authority of Organizations certifying the performance of the equipments supplied by the bidder; and b) A copy of annual report duly certified by the chartered accountant for the preceding five financial years along with profit & loss statement and c) Quality assurance plan adopted; d) The notarized declaration by the bidder that none of his contracts have been terminated/foreclosed on account of his default in KPCL or elsewhere during last ten years. e) Details of the Commercial terms and conditions, all the schedules specified in bid documents pertaining to commercial terms and conditions. All the technical details and drawings, etc of the technical offer along with all the technical particulars COVER-II (Price Bid) Price schedule only (Price Bid) Bids submitted within the scheduled date and time shall only be eligible for further processing of the bids. Any bid submitted after the date and time specified shall be rejected even if it is accepted by the e-portal. Date and time stamp of the e-portal system shall be final in deciding the time of submission of bid. Decision of the Corporation in this regard shall be final and acceptable to all the bidders The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification PRICE BID Document shall be uploaded in e-procurement portal only in the space provided for uploading Financial Bid Documents in the website itself Price bid of tenderers who have furnished all the documents to meet the qualification criteria, technically and commercially responsive will only be opened Validity: The bid submitted shall be kept valid for 180 days from the date fixed for opening of cover-1 of the bid Earnest Money Deposit: Earnest Money Deposit of Rs.6,00.000/- which should be paid online through e-procurement portal for the tender, shall be in the above payment modes indicated under Clause 3.0. 6 17.0 Completion / Delivery period: A. Supply of Fire Protection System materials: 3 months from the date of Letter of award / Purchase order whichever is earlier B. Erection: The period of completion of civil works, Erection, Commissioning & Handing over shall be 3 months from the date of handing over of site for erection. Note:The total contract period for the contract shall be 06 months from the date of LOA/Purchase order whichever is earlier KPCL reserves the right to verify any information/documents furnished by the tenderer should the circumstances so warrant. In case the information or the documents furnished are found to be incorrect/false or invalid then the EMD furnished by such tenderer shall be forfeited. The registration of such tender shall also be cancelled Corporation reserves the Right to reject any or all the tenders without assigning any reasons.
