2 The City of Calabasas Incorporated in 1991, the City of Calabasas is 13.3 square miles in size and is located 26 miles west of downtown Los Angeles. Nestled in the foothills of the Santa Monica Mountains National Recreation Area and adjacent to the San Fernando Valley, the City is proudly known as the Gateway to the Santa Monica Mountains. Calabasas distinctive character is in part derived from its natural environment, oak-studded hillsides, and sprawling open space. Furthermore, its physical diversity, small town atmosphere, and active population exceeding 24,000, provide an independent ambience that is distinct to the City of Calabasas. City Government The Department The City of Calabasas operates under the Council-Manager form of government. The City Council is composed of five members elected at-large on a non-partisan basis to serve four-year overlapping terms. The Mayor is selected by the City Council, from one of its members, for a one-year term. Council meetings are held on the second and fourth Wednesdays of each month beginning at 7:00 p.m. The City also operates with a strong Commission system including Planning, Library, Parks, Recreation and Education, Traffic and Transportation, Public Safety, Environmental, Communications and Technology, and Historical. The City provides a range of municipal services through in-house City staff and contracts for police, fire, and animal services from the County of Los Angeles. For next fiscal year, total revenue is anticipated to be in excess of $60 million with expenditures also of $60 million. The City employs 80 full-time employees and 109 part-time seasonal employees within nine departments. The Media and Information Services Department is the communication and technology arm of the City of Calabasas, dedicated to providing timely, accurate, transparent, and important information to residents and providing state of the art technology to city staff and facilities. The Media and Information Services Department is responsible for Information Technology including operation, upgrades, and maintenance of City networks, phones, and technology; CTV - The Calabasas Channel, the City s government access channel, Cable Franchise Regulation, City Film and Photo Permits, Graphic Design, e.news, Sister Cities and the City website. Currently, there are seven budgeted full-time Media and Information Services Department positions, excluding the Director position. Definition Under general direction of the City Manager, organizes and directs the programs and activities of the Media and Information Services Department. This position plans, manages and oversees the City's public information, communications, and information technology networks and systems. Public information includes the city website, government access channel, social media, a low power emergency radio station, electronic and printed newsletters, press releases, flyers and community outreach at events and meetings. Information technology includes technical leadership in the planning and development of technology and information systems within the organization that includes the Calabasas City Hall, Library, Senior Center and four satellite facilities.

3 Essential Job Duties The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks, or may perform similar related tasks not listed here. Develops, implements, and maintains an effective public information program and coordinates public relations activities for City Council and City departments using the following: government access television, outreach, City website, social media, city radio station and special events. Must also be proactive in coordinating with local, regional, state and federal officials, in addition to members of the media and those in the larger community. Directs the operation of the Media Division for both short and long term planning and development of government access programming and procedures with the Media Supervisor, who manages the day-to-day operation of CTV The Calabasas Channel, the City s in-house cable TV channel. Researches, writes, directs and oversees the programming activities of CTV, which includes City Council and Commission Meetings, the CTV Billboard, feature length programming, Electronic Field Productions, PSA s, studio productions, live web streaming, web archives, social media and promotions. Directs the operation of the Information Services Division for both short and long term planning and development of information system and technology needs within the City. Approves policies and procedures to Information Services Manager who manages the day-to-day operation of the Division. Programs and activities include: LAN and WAN network planning, design, configuration and deployment; Microsoft Windows and Office 365 management and maintenance; network security and disaster recovery; Cisco VoIP system management and maintenance; development of computer and mobile device policies; office automation, systems analysis, phone systems, security measures related to safeguarding information and oversight and development of the City web site and intranet. Oversees the public relations and outreach duties for the City, including press releases, as well as working with City departments, City Council and Commissions to publicize and promote projects, events, activities and accomplishments. Must also ensure consistency with the City brand and oversee protection of the organization s cultural identity, which includes maintaining a digital photo library of City events and history. Interprets, implements and administers the provisions of the City's cable television franchise agreements, and works with the California Public Utilities Commission to ensure compliance with telecommunications policies, procedures and standards. Serves as the staff liaison to the Communications and Technology Commission which acts as a Planning Commission under state law when hearing items on wireless telecommunication facilities. Stays up to date on relevant legislation relating to telecommunications. Oversees and reviews applications for film permitting for the City. Coordinates with other City departments on traffic and code enforcement and assists with appeals as needed. Prepares and administers the Media and Information Systems Department budget within budgetary guidelines to contribute to cost-effective operation of the department. Manages the selection, supervision, training and evaluation of assigned staff. Perform all work duties and activities in accordancea with City policies and procedures. Be available 24/7 for emergency incidents and also in non-traditional work hours for presence at various special events and meetings. Performs other related duties as required.

4 Knowledge of Principles and practices of municipal operations including, but not limited to, public information, public relations, telecommunications, and information systems. Television production equipment, including but not limited to: channel operations hardware and software, HD production systems, robotic camera systems, character generators, electronic field production equipment, switching systems, test equipment, editing systems, social media systems and the latest trends in production. Principles and best practices of information systems, technology management and information delivery that includes enterprise servers, desktop computers, LAN/MAN/WAN networks, RF networks and telecommunication systems and services. The latest telecommunications legislation and laws pertaining to cable franchises, public, government and educations access channels, including basic knowledge of franchise compliance and FCC and CPUC rules and regulations. Computer network, hardware and software best practices including, but not limited to, planning, implementation, maintenance and security. Emerging trends in the field of communications, including the use of new technologies. Fundamentals of writing scripts, newsletters and press releases. Principles and practices of web page design, ftp, computer graphics and digital photography. Public relations best practices. The ability and skill to program and manage hardware and software. Technical skills play a large role in this position. Skill and Ability Manage staff, budget and operations of the Media and Information Services Department. Direct the operation of a television channel in accordance with related regulations and City policies. Make public presentations and communicate effectively both orally and in writing. Regulate compliance of cable and telecommunication franchises. Build and deploy a citywide IT infrastructure of people, processes, policies and technologies, which are accessible, dependable, secure and flexible to meet the organizational needs of the City. Maintain significant and meaningful programming levels including local origination and outside programming. Design and develop a variety of promotional, informational and educational materials. Define and analyze information system needs and related design, implementation and ongoing maintenance costs. Work with advanced computer programs including editing systems, graphic layout programs, switching systems, social media, web streaming and character generators. Design, implement and support large-scale application development environments. Research, develop and direct program ideas and concepts, in addition to special video projects. Oversee the production and publication of a quarterly City Newsletter. Write scripts, reports, press releases and news articles.

5 Training and Experience Any combination equivalent to training and experience that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be: a Bachelor's degree, Masters preferred, in Communications, Marketing, Business, Television Production, with an emphasis in Information Systems, Information Technology or a closely related field. Six to ten years of progressively responsible experience in public administration, public information, information systems and government television production, combined with the short and long term planning and management of a complex, multi-user information technology system, and/or an equivalent combination of education and experience. Licenses and Certificates Possession of a valid California driver's license. Physical Requirements and Working Conditions Require vision (which may be corrected) to read small print. Require the mobility to stand, stoop, reach and bend. Require mobility of arms to reach and dexterity of hands to grasp and manipulate small objects. Perform lifting, pushing and/or pulling which does not exceed 50 pounds and is an infrequent aspect of the job. Is subject to inside and outside environmental conditions. May be required to use personal vehicle in the course of employment. May be required to attend periodic evening meetings and/or to travel within and out of City boundaries to attend meetings. May be required to work at a video display terminal for prolonged periods. May be required to work evenings or weekends. Salary The annual salary range for the Media and Information Services Director is $141,149 - $176,275, depending upon qualifications.

6 Insurance The City provides the following insurance coverage to employees and eligible dependents: Medical, Dental, Vision, Long Term Disability, Short Term Disability and Life. All monthly premium costs are City paid. Medical coverage premiums are paid up to the CalPERS Choice Plan cost. Life Insurance coverage is three times the employee s salary, up to a maximum of $350,000. Retirement The City contracts with the California Public Employees Retirement System (CalPERS) to provide retirement benefits. Classic CalPERS members are provided a 55 benefit formula. New CalPERS members are provided a 62 benefit formula with a required 6.25% employee contribution. Employees may enroll in a 457 Deferred Compensation Plan with a 2% City contribution match. Paid Leave Vacation Leave is accrued at a rate of 5.85 hours bi-weekly during the first two years of service. Sick Leave is accrued at a rate of 3.69 hours bi-weekly. Holiday Leave is fixed at 11 ½ days per year, in addition to 1 Floating Holiday. Bereavement Leave of 5 days. Additional Benefits Automobile Allowance, Flexible Spending, Employee Assistance, Computer Loan and Tuition Reimbursement programs. Complimentary membership to the Calabasas Tennis & Swim Center and Agoura Hills Calabasas Community Center.
