My education background happened to give me all these. In last 15 years, I have played the leading role in providing software solution to DECRG, from system architecture to the implementation. PovcalNet is a web based information system behind the Bank s official poverty statistics. I was the initiator, designer and the leader of system implementation. Form its debut, PovcalNet has played the key roles for global poverty monitory and analysis. It provides a platform for people to get the progress in poverty reduction, and for people to try out their own assumption and parameters. Its high performance computing engine made interactive analysis possible. The

2 result of PovcalNet has fueled production of WDI and Poverty data Portal. The latest design change in 2013 made it even more user friendly. PovcalNet was used for over 48 million analyses in FY14. PovMap is a software package used in poverty mapping activities. It started at year 2001 when the need for a powerful computation tool becomes obvious. Prior to its birth, researchers have tried to use SAS for the work but it took days and weeks to complete. The design goal is to give researchers and statistical officer a software solution that can be used in any ordinary computer to process the census data, estimate income or expenditure model and doing simulation with the census data. In short period of time, a DOS version PovMap version 1 was born and was immediately making difference. About 2005, we started an all new design, which has a full user interface and capable to compute all the steps of poverty mapping in one package. I lead software development team to create an all new database engine that is out-perform other commercial database tools and it requires very little resource. The first edition of PovMap2 was released for beta testing on 2005 and since then was constantly improved and enhanced. PovMap2 was used for the poverty mapping activities in over 30 countries, including India and China. The largest dataset it handled is over 82 million observations. Users of PovMap gave it a great remark. The over 10 years of usage of PovMap proved that its design is efficient and sound. During the year 2012, the European poverty mapping project induces significant improvement to PovMap2. Online Data Analysis websites covers several web based analytical tools. From its first initiative ICS online (Investment Climate Survey online) to later CLSP (Comparable Living Standard Project), I try to create a web based analytical environment where the data authority can host their data and let public analyze the data without releasing the dataset. This is a new way of data dissemination between complete openness and closeness. In the case of ICS, I lead the team to create the analytical platform in short three months. The framework of ICS online was reused by the CLSP project and was improved significantly. Today, I am working on a similar analytical portal for I2D2 (International Income Distribution Database). I also the TTL for a trust fund project to deliver a turn-key solution ODAT (Online Data Analysis Toolkit) for any data authority that needs such framework. A&D (Advisory and Discovery) database started at year 1999 when I was asked by the department management team to create a database to collect the publication and cross support records. The goal was not only keep publication record but also automatically retrieve cross support activities from Notes databases, then invited the counterparts in the Bank to review our work. Overtime, the goal of A&D has changed from its initial intention to being a management tool for the publication and publication statistics. For over 10 years, A&D database played an important role in department s output management. Publication Manager is a desktop management tool for collecting and processing publication records. It started when we noticed that many staff did not registered their publication records in a timely manner; it is also because other bibliographic publishing

3 company made the bibliographic information more accessible and much more spontaneously. This tool will gather the information from various publishers, and then use multiple sources to improve the quality of publication record. It will also go to Google Scholar to collect the citation information. Due to the frequent change in Google Scholar s design, I have come up several special solutions to make this possible. This application has been used to improve the data quality of Bank s new OKR (Open Knowledge Repository) system. The result of this system is also available online. LSMS dataset search tool is a small but important web project. Its goal is to help user get the dataset they need and help them to understand the structure of LSMS surveys. With the unique multi level, multi topic and multi dimensional interlocking, user can easily understand the dataset structure and find exactly what they want. Service Trade database is released in year It inherits some design features of LSMS search tool and try to give user a well defined focus from thousands indicators. I also worked closely with other team member on the metadata organization. ARTES (Africa Rainfall and Temperature Evaluation System) was designed in year It used historic data from year 1950 to 2000 provided by NOAA in a grid form and aggregated it into first sub-national administrative units. Both time series and cross sectional data are available. The application is a Java based and is distributed in the form of CD. The special graphic user interface gives user the spatial presentation of daily, monthly and year data, as well as the ability to analyze the data in different ways. Sub national Database is a short lived project (2001) which at time is considered to be a state of art implementation. The project was abandoned for lack of funding and manpower. I set up a website capable of on demand map making and I also spend a lot of time helping the data work. DRG Staff Database was initiated on year 2001 and it still used today. Its function reflects the fact that DECRG s business is very different from other departments in the Bank: researchers from other agency may visit DECRG for short period of time and most of them do not have UPI. DRG Staff database keep records of all DRG s guest and issue account and creates file share to them automatically. The data flow of this database keep ACS staff and IT staff work in a separate but homonyms way. DECRG equipment register included two web applications. One is for common pool laptop requesting and sign-in, and the other is for the management of presentation equipments. DECRG system update agent was designed as a departmental IT solution before Bank wide SMS (system management system) were implemented at about year For almost three

4 years, this tool worked nicely to install needed components during the system shutdown. The same way as today s Windows updates. DECRG system migration tool was designed before DRG domain joins the WB domain. It converts the name based account to UPI based account and make sure all the shares were accessible with the new UPI based account. Miscellaneous reporting tools for budget management. During the last 12 years, I have design various reporting tools for the budget management team. Especially when SAP system was not able to generate report in the format the budget team needs. SAS library for data processing and statistical analysis. It consists over sixty SAS macros, including dataset interfacing macros such as SAS2Stata, Stata2SAS, poverty measurements macro such as Gini, Poverty, and macros for non-parametric analysis. Users of this library are still using it today. Outputs/solutions for other projects Over the year, I have helped many researches in DECRG in various tasks. My work covered every team in DECRG, the exhaustive list of these activities is impossible to assemble but I would like to list a few for which I have created new methods. Bankscope data extraction is a window based automation tool that mimics human operation in order to extract the BankScope data from the CD, otherwise the user of BankScope CD has to go through the data item by item. Constructing Chinese rural household survey panel is an activity done around The survey was by its design a panel structure but has no consistent household ID nor village ID. Using household characteristics and with a fuzzy matching, I was able to create a panel ID that has very high reliability and from there the panel data was created. China industrial panel database creation is an effort to restore the panel structure for a four years panel of industrial administrative data that was gathered between 1992 and The period witnesses huge explosion of new establishments and no cooperate information is stable. The situation is further complicated by data is in Chinese which does not have delimiter between words. Today, the similar technique has a formal name text mining. Web crawling tool to collect all the names of Armenia-American to help IE team to gather respondent list for environmental improvement project around Armenia s Lake Sevan. The work was done in 2001 when the web privacy has not been handled carefully and anyone can query information about anyone else. This tool was able to request all the names finishing with ian and store them for later analysis. Further analysis generates a more reliable last name list of Armenian and from there the IE team was able to contact them.

5 Utility for using photo in the survey field work. This work is in response to LSMS survey team s request. They had photos of respondents from previous survey and intent to use it to locate the exact respondent in the following survey. The utility will pull all the information of the respondents and organize them in a nice album. Pre-fill of survey questionnaire before printing. This is in response to the rural development team s request. It uses a PDF template and information in spreadsheet to assemble thousands PDF files, each of them has the household roster pre-filled with information from last survey. Training provided PovMap training. Conducted in India, China, Peru, Mexico, Morocco, Nepal, and Hungry. Mostly three days long training. SAS training was given to SAS users in the Bank three times around 1996 and Visual Basic for Excel was given to DECRG staff twice in recent years.
