Using data to improve asset management Martijn Schroder

Budget LG challenge: increased value, reduced waste, lower budget, happier customers Business waste Business waste Business value Business value Current practice Good practices shared Current spend Future spend

Running good practices is challenging Funding mechanisms and budgeting cycles hindering longer term planning Customer expectation high and hard to meaningfully utilise Work effort inconsistently recorded limited insight Budget and customer pressure may drive reactive forms of maintenance Limited effective measurements of performance of practices MOS under defined or not continually improved Pressure on skills and capacity Market capacity limited or inflexibly scalable Procurement insufficiently addresses requirements Asset handover with limited view on condition, life, as-is drawings, maintenance procedures

Defining a good practice is challenging Failure mode: one way an asset can fail It is important to consider individual failure modes (rather than the entire asset) when determining a maintenance strategy, as different failure modes can result in individual maintenance strategies Typical for roads: Cracking, edge break, flushing, ravelling, rutting, shoving, stripping, potholes

Reactive Preventive Predictive Infant Mortality Can be an appropriate strategy if the consequences of failure is acceptable Efforts to remove causes should be made (RCA) Not an appropriate strategy Increases the likelihood of failure on replacement / repair Can be an appropriate strategy if the cost (frequency) of inspection is not high Cease inspection once high likelihood period has passed Efforts to remove causes should be made (RCA) Random Can be an appropriate strategy if the consequences of failure is acceptable Not acceptable if consequence of failure is high Not an appropriate strategy Does not decrease the likelihood of failure on replacement / repair Can be an appropriate strategy if the cost (frequency) of inspection is not high Wear Out Can be an appropriate strategy if the consequences of failure is acceptable Not acceptable if consequence of failure is high Can be an appropriate strategy, particularly if likelihood increases sharply Not acceptable if consequence of failure is high Can be an appropriate strategy if the cost (frequency) of inspection is not high

Build capabilities across the lifecycle of assets DTF s Asset Management Accountability Framework (AMAF) Under AMAF assets are managed within lifecycle phases and aligned to service delivery. Analysing and mapping asset related activities within these phases will reveal enterprise wide compliance gaps plus continuous improvement opportunities, including how to obtain better value from our assets, improve our decision making, funding and maintenance approach and measure asset performance. Need for asset is identified and planned for. Asset is purchased, constructed or created. Asset disposal when its full value and life span has expired, Asset is used and maintained. 26
