The Chief Engineer (Thermal Designs) invites bids from the qualified bidders for the work of Design, manufacture, supply, delivery, dismantling of existing volumetric feeders, retrofitting, erection, testing and commissioning of 12 Nos microprocessor controller based Rotary type Gravimetric coal Feeder for RTPS 2X210MW Units -1and2, at RTPS Raichur, Karnataka. Pre-qualification criteria and bid documents may be downloaded from Government of Karnataka e-procurement website under login for contractors. The tender can be downloaded in the e-procurement portal from Only eligible Contractors who wish to participate should remit on line transaction fee for tender after registering in the portal. The transaction fee is non-refundable. 1.0 Earnest Money Deposit (EMD): 1.1 The e-payment shall be made for Rs.20,00,000/- (Rupees Twenty Lakhs Only) (direct debit, credit card and National Electronic Fund Transfer (NEFT) or Over The Counter (OTC) only through ICICI bank in favour of KARNATAKA POWER CORPORATION LIMITED. Only on receipt of full EMD of Rs. 20,00,000/- (Rupees Twenty Lakhs Only) along with technical bid, Price bid will be opened and considered for evaluation. 1.2 The EMD furnished by unsuccessful bidders will be returned, only after the award of contract and entering in to agreement with the successful bidder. For the successful bidder, the EMD will be returned, only after he enters into contract agreement and furnishes the contract performance guarantee (Security Deposit) in an acceptable form. 1.3 No interest is payable to the bidders for the Earnest Money Deposit (EMD). 2.0 Bids (both Cover-1 and 2) must be electronically submitted (online through internet) within the date and time published in e-procurement portal. Cover-1 of Tender will be opened at prescribed time and date in the e-procurement portal, in the presence of the Tenderer who wish to attend at the office of the Chief Engineer (Thermal-Designs), KPCL, Sudarshan Complex, 22/23, second Floor, Sheshadri Road, Bangalore Opening of Cover-2 shall be intimated later. 3.0 Brief scope of tender is as follows. 4 4.0 Calendar of Events: a) Date of issue of NIT through e- portal/ down loading of bid documents b) Last date for receipt of queries upto hrs c) Date of pre-bid meeting at hrs d) Last date for receipt of completed bids - cover 1 and 2 (two covers) through e-procurement portal on upto hrs e) Date of opening of cover 1 (technical bid) at at hrs f) Date of opening of cover-2 (price bids) of qualified Will be intimated later bidders. 5.0 Prequalification Requirement: a) The bidder must be a manufacturer, and must have designed, manufactured, supplied, installed and commissioned equipment of proposed technology in the last five years. The equipment must be in satisfactory operation for at least twelve months as on date of issue of tender. b) Should have achieved a minimum annual turnover of Rs. 27,00,00,000/-(Rupees Twenty Seven Crores Only), in at least two financial years in the last five financial years. 6.0 Documentary Evidence in support of Eligibility Criteria: a) Bidder shall furnish copies of at least one Work Order for retrofitting with rotary gravimetric feeders for all the mills of 210MW or above capacity units, Work Completion Certificate and Latest Performance Certificate from a single customer. b) The bidder shall furnish a copy of Balance Sheet statement for last five years duly certified by a Chartered Accountant. 7.0 The tender is of two cover system. The Bidder should upload scanned copies of the following documents. A. COVER-I (Technical Bid) a) Documents to meet the qualification criteria specified in NIT. b) Form of Bid duly signed as per format enclosed. (ANNEXURE A) c) Declaration I: Declaration by the bidder that he has studied the site conditions, labour conditions and read the bid documents and related matters carefully and diligently and that he has submitted the bid having studied, understood and accepted the full implications of the bid document and bidder s offer has no conditions contravening the commercial conditions of the bid as per the format.(annexure B) d) Declaration II: Declaration regarding EMD, performance Guarantee, Completion period etc. (ANNEXURE C) e) Declaration III: The notarized declaration by the bidder that none of his contracts have been subject to forfeiture of EMD/foreclosure/termination of their Contract in KPCL/ CEA/ Government or any other utility and blacklisted for participating in tender by KPCL or Government or any other utility in India during the past five years.(annexure D) f) Declaration IV: The bidder shall sign and upload scanned copy of the details of service tax applicable duly filled as per format enclosed. 5 B. COVER-II (Price Bid) Price schedule only (Price Bid) through online. Upload signed and scanned copy of tax details strictly as per the enclosed format. 8.0 Bids submitted within the scheduled date and time shall only be eligible for further processing of the bids. Any bid submitted after the date and time specified shall be rejected even if it is accepted by the e-portal. Date and time stamp of the e-portal system shall be final in deciding the time of submission of bid. Decision of the Corporation in this regard shall be final and acceptable to all the bidders. 9.0 The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification Rates shall be quoted in price schedule in the e-procurement portal only in the space provided for uploading FINANCIAL BID DOCUMENTS 11.0 Price bid of tenderers who have furnished all the documents to meet the qualification criteria, technically and commercially responsive will only be opened The tender shall be valid for 180 days from the date of opening of Cover-1 of the bid Completion period shall be 18 months from the date of issue of Letter of Award KPCL reserves the right to verify any information/documents furnished by the bidder under the circumstances so warrant.
