13 Week 8 (17 Aug Aug 15) Objectives 1. Usage of ATFM Tool to perform Demand-Capacity Balancing and Modelling 2. Transmit and receive CTOTs 3. Assess timeliness of processes Actions Required 1. Demand-Capacity modelling 2. Put in place a ATFM Measure to generate CTOTs 3. Alert all stakeholders (level 2 and 3) through on ATFM Measure and refer to web-portal for CTOT information.

14 Test Scenario Overview This test aims at demonstrating the dissemination of CTOT information through webportal by simulating an operational scenario of Reduced Capacity at Singapore Changi Airport (WSSS) At 0000 UTC, MET Service called to inform of large weather cell forecasted overhead Singapore Island at around 0500 UTC. The weather was estimated to last for about 2 hours till 0700 UTC. Nominal AAR for WSSS is e.g. 34 arrivals an hour. Due to this weather condition, ATFMU reduce the AAR for the period of UTC to 28, and subsequently from 0700 UTC onward, adjust the AAR gradually back to 34. Based on the demand-capacity modelling done, the ATFMU concluded that an ATFM Measure needs to be in effect between 0500UTC 0900UTC. Web-based video conferences were conducted with internal Node members and other ATFMUs for Collaborative Decision Making (CDM). Thereafter, ATFMU runs an ATFM Measure for all arrivals into WSSS between 0500UTC to 0900UTC. notifications were sent to all stakeholders to inform them of the implementation of the ATFM Measure and dissemination of CTOT information through web portal.

15 Test Timetable Time (UTC) Items Action by MET Service informed of a high potential of large weather cell overhead Singapore Island at around 0500 UTC Assess the existing information on operational constraints and meteorological conditions to determine AAR Model ATFM Measures based on AAR and knows parameters (time range, rates and scope) based on MET Service update Generate ADP (indicating potential ATFM Measures) and stakeholders: Local Node AUs / AO / MET / ATC Units Other Nodes ATFMUs / AUs / AOs / ATC Units Indicate time and attach web link for web conference in the All stakeholders to access ADP through and note the indicated time for web conference Conduct Local Node web-based video conference with local node members to review potential factors affecting AAR and inform of potential ATFM Measures ( UTC) Participate in the web-based video conference for CDM Provide information airport capacity (gate constraints), if any Provide information on operation constraints (e.g. Pilot strikes, grounded fleet, etc), if any Provide information on meteorological conditions (TAF, SIGMET, AD, etc) Adjust AAR based on CDM processes and review ATFM Measures parameters Revise ADP to all stakeholders via shall include scheduled time of web-based video conference to: Singapore Node AUs / AO / ATC Units Other ATFMUs Singapore MET Service Local Node AUs / AO / MET / ATC Units Other Nodes ATFMUs / AUs / AOs / ATC Units Singapore ATC Units / AO / AUs / MET Singapore AO Singapore AUs Meteorological Services (MET)
