3 RAICHUR POWER CORPORATION LIMITED (A JVC of KPCL, BHEL & IFCIL) BRIEF BID NOTIFICATION Tender No.: KPCL/ /PS/WORK_INDENT5829/dtd (TWO COVER SYSTEM) (Through e-procurement Portal Only) 1.0 Tenders are invited from reputed companies/transporters having mobilization capacity for transportation and should have knowledge & experience for Supervision & Monitoring of quantity from Loading Points and movement, handling & delivery of 3000 KL HFO oil from RTPS to YTPS through road tankers as when required basis. Tender documents may be downloaded from government of Karnataka e-procurement website under login for contractors. 2.0 After login to contractors, please scroll down to the right side bottom to see list of tenders, please click there to find the details of NIT and download copy of the tender. The tender can be downloaded in (from) the portal as per (within) the prescribed date and time published in the e-portal. Only interested bidders who wish to participate should remit on-line transaction fee for tender after registering in the portal. The transaction fee is non-refundable. 3.0 Tenders must be accompanied by earnest money deposit which should be paid online through e-procurement portal using any of the following modes. (i) Credit Card (ii) Debit Card (iii) Net banking (iv) National Electronic Fund Transfer (NEFT) (v) Remittance at the bank counter (Only through designated branches) Tenders (both technical bid (Cover-1) & financial bid (Cover-2)) must be electronically submitted (online through internet) within the date and time published in e-procurement portal. Cover-1 of tender will be opened at prescribed time and date in the e-procurement portal, in the presence of the Tenderers who wish to attend the Cover-1(Part-I) opening at the office of the Chief Engineer (Mechanical), Raichur Power Corporation LTD, Yeramarus Thermal Power Station, Yeramarus, RAICHUR Dist. Opening of Cover-2 (PART-II) will be opened at prescribed time and date. 4.0 Validity: The Bid submitted shall be kept valid for 180 days from the date of opening of Cover - 1 (Part-I) of the Bid. 5.0 Earnest Money Deposit: Earnest Money Deposit of Rs. 14,000/- (Fourteen Thousand only) which should be paid online through e-procurement portal for the tender shall be in any of the above payment modes indicated under Clause 3.0. The intending bidder/transporter should be Approved Transporter of IOCL, BPCL and HPCL oil companies. Proof of documents shall be uploaded in the Technical bid. 2. The intending bidder/transporter should have satisfactorily completed transportation of Furnace oil /LDO work at least one year contract with IOCL, BPCL, and HPCL oil companies of work order amount not less than Rs. 5 Lakhs as a prime contractor with state/central Department or Government undertaking in last five years against a single contract. And the same is to be uploaded in the Technical bid. 3. Tenderer quoting as transporter/logistic company shall own minimum 5 tank trucks with a minimum capacity of 16 MT (with valid RTO registration). The owned tank trucks offered by the tenderer should be in their name i.e. Firm or Partner or Company or Proprietor. In case of partnership firm participating in this tender, the formation of such partnership firm shall not be later than last date of submission of tender documents. The tender submitted by the partnership firm formed later than this date shall be rejected. The partnership firm should have been registered. Un-registered partnership firms will not be considered. and the same is to be uploaded in the Technical bid 4. Age (As mentioned in RC book) of Tank Truck offered shall be as prescribed by Local Laws and in any case shall not exceed 15 years on the date of tender opening. and the same is to be uploaded in the Technical bid 5. The tenderer should have a certificate of registration in line with Carriage by Road Rules 2011, released by Ministry of Road Transport and Highways vide Gazette Notification of India dt and the same is to be uploaded in the Technical bid. 6. The tenderer should have previous experience in delivering 3000 MT/ KL or above of White / black Oil in the past two years to any of the Public sector Oil companies/ any reputed Thermal Power Stations and the evidences and the same is to be uploaded in the Technical bid 7. The tenderer s annual turnover should be not less than Rs.10,00,000/- in any one of the last three financial years ( , , ). In case of companies registered under companies act, the copy of the Audited financial statements like Profit & loss account and balance sheet may be furnished and in case of others, the annual turnover certified by the Chartered Accountant and the same is to be uploaded in the Technical bid 8. The tenderer can also furnish attested copy of the income tax return filed by the tenderers/attested copy of STCC/attested copy of enlistment certificate issued by NSIC RPCL. 5 containing turnover details towards documentary evidence to meet annual turnover criteria. and the same is to be uploaded in the Technical bid 8.0 DOCUMENTS TO BE SUBMITTED 1. The bid shall accompany the documentary evidence satisfying all the above conditions in the form of certificate issued by General Manager/ Chief Engineer/ Head of the Company or Electricity Board/ Industrial Units, along with copies of work orders and a Letter of Commitment from the bankers, Service Tax Declaration Form. 2. The bidders shall furnish the details regarding availability of transportation Oil Truck Tankers. The details shall be furnished as per Schedule IV. RPCL will have the right to inspect the road tankers by the Tenderer and verify their ownership / control as well as their present working condition and other details, if considered necessary, before deciding the tender and awarding the work. a) Clear & readable attested photocopies of documents should be provided. The Tenderer shall produce originals for verification on demand. b) Above qualifying requirements are to be read in totality and not in isolation. c) All relevant documents should be submitted along with the Tender, failing which, the Tender shall be liable for rejection. d) It is essential to fill in all the information in the prescribed schedule or else the tender will be liable for rejection. e) The taxes & duties applicable are to be indicated in Price-Bid Schedule-I. The Tenderer shall quote their rates only in the format given at Schedule-I. Any deviation in the format may lead to rejection of offer even at later stage i.e. after opening of price bid also, which may please be noted f) The bidder should have executed the contracts successfully to the satisfaction of the order placing party without any default. The bidder shall have to submit the experience performance certificate(s) in original in this regard. The experience/performance certificate(s) should reflect minimum quantities as stated above for minimum qualifying criteria. g) Experience in the main contract shall only be considered for satisfying the experience criteria specified in PQR. The contracts should have been bagged from the utility for whom the HFO Oil is transported / handled and executed by the agency in its own name. h) Experience as sub-contractor / Consortium member / Joint Venture shall not be considered for qualifying the experience criteria specified in PQR. i) RPCL also reserves the right to seek such additional information as it may deem fit to satisfy itself of the eligibility of the Bidder. j) The bidder cannot submit multiple bids. k) No consortium or joint venture is permitted 9.0 Bidders shall not be under declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka The tender is on two cover system consisting of Cover - 1 [Technical] and Cover - 2 [Price bid]. 6 11.0 Bids submitted within the scheduled date and time shall only be eligible for further processing of the bids. Any bid submitted after the date and time specified shall be rejected even if it is accepted by the e-portal. Date and time stamp of the e-portal system shall be final in deciding the time of submission of bid. Decision of the Corporation in this regard shall be final and acceptable to all the bidders The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification PRICE BID Document shall be uploaded in e-procurement portal only in the space provided for uploading FINANCIAL BID DOCUMENTS in the website itself Price bid of bidders who have furnished all the documents to meet the qualification criteria, technically and commercially responsive will only be opened RPCL reserves the right to verify any information/documents furnished by the bidder should the circumstances so warrant.
