It should be read in conjunction with STD/BIM/P suite of documentation. Nothing in this document is intended to relieve the Constructor or its Specialists of responsibility to comply with the Clients standards including inter alia those relating to handover procedure. Where possible this documents will clearly refer to Ministry of Justice (MoJ) as the commissioning authority. However where they occur, any references to the Employer within this document shall be taken to mean the Client as defined in PPC2000 and NEC3 Family of Standard Partnership Contracts. 4 1.0 GENERAL 1.1 This document defines the Organisational Information Requirements (OIR) for the Ministry of Justice and associated Shared Estate Service (SES) Cluster Partners. 2.0 INFORMATION REQUIREMENTS OF THE MINISTRY OF JUSTICE ESTATE CLUSTER 2.1 The MoJ Estates Directorate strategy is underpinned by the development and continuous improvement of processes and technology solutions that enable us to guide and structure our most important decisions and activities. These are based on sound intelligence and having consistent, reliable and repeatable data to help us future proof our estate. 2.2 The use of BIM goes beyond the construction planning and design stages by supporting lifecycle costing, project management and finally the management of our occupied buildings. Capturing usable data at each stage in this process is absolutely key for us to develop the blueprint that can be used over and again, improving with each iteration. Having a standard and consistent approach to how we build, procure and manage our future estate, whether it be new construction projects or the maintenance of existing buildings, will save us time and money and provide clarity and transparency over performance and forward planning activities. 2.3 This is not a standalone effort. We will continue to work with industry, other government departments and the wider public sector to develop a common language for property data to enable the Crown to become a more intelligent client. 2.4 In order for the Ministry of Justice and SES to deliver to the strategic objectives, the following statements set out the context and intended use for information received and processed within the MoJ Estate Directorate: To validate legacy site and building level data, supplementing and updating with survey where gaps exist To have the ability to all access property asset (buildings) data and land holding interests in one common data environment (ie. Linked e-pim, CAIP, Core Document EDMS, BIM Client CDE) To access consistent gross internal / useable area data for all buildings To have a system of VALIDATING the data set within Asset Information Model (AIM) To view, process and benchmark building related organisational data across the criticality categories as defined in the Asset Information Requirements (AIR) MoJ Estate Directorate, Technical Standards Page 4 of 7

5 2.4.6 To access, understand and track important property changes (i.e. Lease moments, Practical Completion, End of defects period) To determine the operational and financial impact of asset unavailability or failure To make whole life cycle cost comparisons of financial investment and evaluate alternative options on a TOTex basis To identify expiry of warranty periods and warranties of maintainable building elements / components To determine the end of economic life of assets / asset systems, e.g. the point in time when the asset related expenditure exceeds the associated income To access / calculate asset replacement values of building elements / components To undertake cost, quality, programme impact analysis of deviating from PPM, FMR plans relating to property asset management (i.e. deferring the maintenance of a specific generator by six months) Data to be open, interoperable format to utilise in a range of databases (i.e. COBie-UK-2012 table) To undertake trend analysis and benchmarking across each common data set field if required To maintain and retain asset information for future procurement events and posterity for legal reasons To undertake a continuous identification, assessment and control of property asset related risks (i.e. asset unavailability, failure or loss) To comply with statutory and regulatory obligations To measure performance, recognize positive and negative impacts upon performance and to optimise future performance To reduce remedial costs during early operation due to fewer construction / assembly / installation / commissioning and training deficits To access dynamic metering utility data to identify the extent of energy performance (excellence, faults or failures) to enable carbon reduction To provide Estate data driven reports to Government Property Unit, Cabinet Office and other senior stakeholders (i.e. to respond to Parliamentary Questions and FOI requests from an reliable estate data set) To optimize asset management strategy and optimize / prioritize its asset management plan(s) from asset installation / construction process onwards MoJ Estate Directorate, Technical Standards Page 5 of 7

6 To assess the financial benefits of planned improvement activities To determine the cost of specific activities (activity based costing), e.g. the total cost of maintaining a specific asset(s) / asset system To undertake financial analysis of planned income and expenditure relating to property asset management To access component level data and location in the event of receipt of a product warning / recall notice To move towards reducing manual input and processing of building information / data To access a visual / graphical summary of all MoJ UK asset and property interests, via GIS location, site boundary and building footprints To have the ability to provide data sufficiently aggregated to provide information aligned to the requirement (i.e. not full COBie Drop 6 where a simple plan and asset schedule will suffice) MoJ Estate Directorate, Technical Standards Page 6 of 7
