3 1. Workshop title Multilingual ecataloguing and eclassification in ebusiness 2. Proposers The Workshop was proposed in 2002 by the following organizations: CEDI, CIDX, EMF, ENSMA/pLIB, GS1, IIM, OILCARS, Phonenix EDH, PIDX, TermNet and Infoterm. 3. Background Companies are more and more carrying out their transactions and interfacing with customers using electronic tools. Interoperability of catalogues and harmonization of product classification systems is a key issue for industry and reaping the full benefits from ebusiness. Multilingualism in the European Union is often seen as an obstacle for the European economy in terms of competition and of opening up of new markets, but it has also political dimensions relating to consumer protection, freedom to move, etc. ebusiness can function well only if the virtual marketplace and all their major elements (product classification schemes, user interfaces, product catalogues, etc.) are multilingual from the outset. Workshop ecat was set up in 2002 with the support of the European Commission, Enterprise and Industry Directorate General, to address these concerns. 4 CWA 16100: epps - Guidelines for the design, implementation and operation of a product property server CWA 16138: CC3P: Classification and catalogue systems for public and private procurement In the Digital Agenda 2 and egovernment action plan , public procurement is a key issue. It is foreseen that in 2011 the Commission will issue a White Paper on practical steps to inter-connect eprocurement capacity across the internal market. A Communication will provide guidance on the link between ICT standardization and public procurement to help public authorities to use standards to promote efficiency and reduce lock-in. 4. Workshop scope and objectives The Workshop ecat s main objective is to provide guidance on standards issues related to interoperability and use of catalogue schemes and product classifications used for ebusiness and eprocurement in Europe. In the first years, the Workshop ecat activity was more focus on electronic catalogues and product description and classification. Since 2009 with the CC3P project, the Workshop s focus has shifted towards use of classification and catalogue systems in electronic procurement. In 2011 and, the Workshop s focus will be on classification mapping in ebusiness and eprocurement (Cmap project). 5. Workshop work programme, timescale and deliverables The CMap project is proposed for a duration of 20 months within the existing CEN Workshop ecat 4 (January 2011 to October ). 2 COM(2010)245 «A Digital Agenda for Europe» 3 COM(2010)743 «The European egovernment Action Plan Harnessing ICT to promote smart, sustainable and innovative Government

5 The CMap project will carry out the following main activities: 1) Selection of releases of the main four product classification systems CPV, GPC, and UNSPSC to create the initial mapping of all domains between these product classification systems and make the mapping results generally accessible. 2) Outline and describe the mapping principles and guidelines for a continuous mapping process for new releases of the product classification systems. 3) Definition of the architecture for an open standardized classification collaboration E-Business platform cmap, including technical interfaces to the different product classification system authorities (e.g. for the exchange of releases of product classification systems, delta reports for product classification systems, tickets between product classification systems). 4) Analysis and description for a collaborative process between the four product classification systems to continuously maintain accurate mappings, including process interfaces between a platform to coordinate the mapping and the different product classification system authorities based on the work of Gen-ePDC project (within CEN Workshop ecat). 5) Awareness and communication activities. The following deliverables are expected: An interim report (Oct 2010), containing the mapping methodology to be used by the systematic mapping process and first drafts of the processes as well as the first specification of the mapping platform. In particular it will contain: Draft mapping rules and methodology which shall be used to guarantee a systematic mapping between the product classification systems according to defined rules in the framework of a specified methodology. Methodology for establishing procedures and workflows for maintaining the mapped status of the classification systems over time. This methodology addresses the synchronization process between the different product classification authorities and supports accurate mappings between the different product classification systems taking into account release changes given by these classification systems. Draft maintenance processes which will give a transparent view to the maintenance process used by the mapping platform for the evolution of the mappings between the different product classification systems. Draft test requirements and specifications which guarantee a systematic and practical testing of the mapping as well as the synchronization process which facilitates the collaboration between the mapping platform and the different classification authorities. Draft building blocks, functionalities and interface formats for the classification platform which specify its architecture and facilitates the development of the platform as well as the data exchange between the platform and the different classification authorities. A final report (Aug ) consisting of a CWA, a progress report and the mapping tables. The CWA will address the description of the mapping methodology as well as the description of the tested synchronization process for the mapping evolution in collaboration with the different classification authorities. It will contain in particular: Final mapping rules and methodology which define the sustainable evolution of the mappings between the different product classification systems over time. 4

6 Mapping tables for the complete mapping of the different product classification systems CPV, GPC and UNSPSC covering all domains of the four product classification systems in a form interpretable by broadly available software. Methodology to establish a synchronization process between the classification platform and a classification authority. This methodology will be specified on a concrete level for the four product classification systems taken into account within the cmap project. In addition this methodology will facilitate the integration of other product classification systems and leads to an open platform. Final maintenance processes which describe the working procedure of the classification platform to reach a consistent and synchronized development of the classification mappings. Description of the architecture of the classification platform cmap which also includes the interface formats for the exchange of product classifications as well as change request between the classification authorities and the cmap platform. In addition, the interface specification which defines the format for downloading the mapping tables itself to facilitate the usage by companies, public governments and software vendors. Progress report will show the progress of the different tasks over the project life time and contain the realised figures for performance indicators. The CC3P project has shown that the mapping between product classification systems requires intensive human intellectual effort. Support by software is essential and as a consequence, the project will conduct a market search to find a software tool supporting this mapping of four different classification systems at the same time. Since currently no semantic mapping tool for mapping simultaneously four classification systems seems to be available on the market, the fall-back solution will be a broadly available software like an office product. By doing this, it can be guaranteed that the results of the mapping process can be accessed by simple means by any user or interested party. Tha mapping process and its results will be generated and presented by an easy-to-use and widely accessible tool either an office product or a specific software tool, if available on the market.
