2 OVERCOMING SPECTRUM LIMITATIONS TO DEPLOY NEW SERVICES is expensive, yet without sufficient spectrum, new technologies such as LTE and 5G cannot be deployed. In many cases however, as customers adopt newer technologies, the older networks become under-utilized. This means it is feasible to refarm spectrum from older networks without degrading their performance. The released spectrum can then be allocated to the new network. This comes at a significantly lower cost than buying new spectrum at auction.
