3 INTRODUCTION Organizations that have excelled in operations are able to compete globally. Efficient management supply chain and logistics is very important to achieve operational excellence. Managing inventories is a part the overall SCM. SCM is a total system approach to manage flow information, materials and services from raw material supplier through factories and warehouses to end customer. Recent trends have focused on higher levels outsourcing, mass customization, functional integration with decreasing layers hierarchy, transparency, agility etc. Efficient supply chain management leads to development competitive priority: Short and reliable delivery, which is one the pillars Operational / Manufacturing Excellence. Material cost forms a major portion the total manufacturing cost products and services, which is one the important elements Resource. The cost material to end product is around 60% on an average in our country. Materials management in any Organization is strategic importance and needs to address the strategic uncertainties involved, through multiple and advanced sourcing, just in time (JIT), early supplier involvement, long term relation with suppliers etc. State Electricity Boards engaged in Generation, Transmission & Distribution are continuously involved in budgeting, contracting, purchasing, warehousing, logistics and storage activities. Apart from the above Power sector is embarking on increased generation and transmission capabilities, which involves procurement large capital equipment and require knowledge on management risk associated. Several these activities fall under the purview Materials Management or Supply Chain Management as it is also known these days. In the recent past there have been several advances in this field such as JIT, Lean manufacturing, transportation models, long term Vendor relationships based on transparency and trust, e-procurement, ERP etc. which in turn have significantly changed the way the traditional management has been carried out and have proved immensely beneficial. It is important for practicing Materials Managers, Production / Operations manager, Personnel involved in the planning process and General Managers the power sector, to update themselves on the latest trends in the field. Keeping this in mind, CIRE & IPE are conducting a 5- day programme on Materials Management, e-procurement and Contract Management from 01 to 05 September, 2014 for the Executives Power Utilities, Public and Private Sector Organizations, and others who wish to update their knowledge in the area Materials Management. 5 About CIRE Central Institute for Rural Electrification (CIRE) was established at Hyderabad in 1979 under the aegis Rural Electrification Corporation Limited (Navaratna PSU & Non Banking finance Company) to cater to the training and development needs engineers and managers Power and Energy Sector. Based on the MOU with Ministry Power, the performance is rated as Excellent consistently for the last 16 years. CIRE is relentlessly engaged in capacity building to strengthen the human resources development initiatives power sector. The campus has recreation facilities like Badminton Court, Table Tennis, Carrom Boards, a Jogging Track about 1 Km length, a Mini Gym, etc. An Energy Park has been set up to develop awareness on Renewable Energy Sources System and High Voltage Distribution System.
