16 TAKE HOME MESSAGE (recommendations) EU needs to fight back in Platform Economy (now US taking over consumer data and China likely to come to Industry 4.0 and related ecommerce). More activities to enhance inter-organizational boundary resources (e.g. legal standards, APIs & SDKs) needed in EU in order to enable scalable platform based business and make network effects happen by linking, analyzing, and interpreting information transferred over platforms. We need Open Data market in EU with good legislation and technical standards (if Google and FB collect data in Europe they need to open that also for AI training purposes with anonymous approach) Finland is perfect for Piloting this e.g. in Health, Energy, Transport, Education and Food related digital services supported with AI. Results and best practices at the use of all Union member countries.

17 TAKE HOME MESSAGE, continued Finland is evaluating together with NOKIA a Data platform brokering with community approach, Unidata JV, which would be fast way to start gathering large data sets to be used in AI training and Digital Services States should actively purchase solutions in these sectors from European companies boosting R&D CITIZEN-CENTRIC: People need to be able to easily manage and control how their personal data (e.g. Electronic Health Records, EHR) is used between several parties and provide additional value for the user. This can be further supported via automated data anonymization technology. EU needs to drive ethical standards for Artificial Intelligence solutions Target needs to be that EU countries use digitalization to get rid of moneywasting bureaucracy. EU should also actively encourage public and private organizations to open their data in all sectors of life, not just industries.
