Work Location (City and Address)/Hours of Work WAGNER, MARK A; STATE ADMINISTRATIVE MANAGER Westshire Dr., Lansing / Monday Friday 8:00-5: General Summary of Function/Purpose of Position This position will serve as a statewide administrator for the Enterprise Data Warehouse (EDW), consisting of 3 distinct platforms (Production, Development/DR and Test). The EDW provides Enterprise Data Warehousing services to executive branch agencies as well as the State Court Administrator Offices statewide. The EDW is considered a Red Card platform. A total of 4 agencies are supported, with a user base of over 10,000 internal and external clients and 33 Terabytes of data. This position researches and coordinates EDW strategies with all current and potential clients, DTMB management and vendor personnel. This position defines the technical planning, implementation plan, and delivery of the EDW platform service and supporting technologies to meet the State of Michigan s business requirements and objectives. This includes vendor communication, trouble reporting, escalated troubleshooting, and release/patch management. This position is responsible for providing operating system guidance along with EDW security expertise for the systems as well as advising the agencies on disaster recovery planning strategies related to the EDW and their business applications. The position is also responsible for platform performance monitoring and resolving performance issues.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 60 Platform design, deployment, performance monitoring, break-fix and troubleshooting. Support the developers and customer in the design and implementation processes. Complete platform change requests going from platform to platform. Monitor performance allocation, input/output, system and database performance. Address production, development/dr and test platform problems. Serve as a technical resource in the area of platform administration for all supported systems. Duty 2 Follow and enforce database standards, policies & procedures. Research and draft guidelines within the boundaries of current policies and standards. Through continuous education, keep abreast of new technology and standards. Report back findings to senior-level DBA and team regarding current assignments and apply that learning to environment. Monitor space allocation and processes across databases. Under direction of a senior-level DBA, perform adjustments in test and development environments as necessary and as prescribed by predefined standards/guidelines. Modify DBMS parameters based on capacity changes as determined by senior-level DBA. Under the authorization of a senior-level DBA, install database management software for development and test environments. Under the authorization of a senior-level DBA, install database patches and service packs for development and test environments. Under the authorization of a senior-level DBA, Monitor and support database backup environments. Under the authorization of a senior-level DBA, Implement roles under the direction of senior DBA Under the authorization of a senior-level DBA, Implement profiles under the direction of senior DBA Working with senior-level DBA s, research security patches. Implement & enforce standard password security policies. Implement audit options. Monitor database back-ups to ensure recoverability. Troubleshoot backup errors and report unresolved issues to a senior-level DBA. Monitor development, test and production database environments for performance. Notify senior-level DBA s about performance issues and participate in resolution. Monitor for undo/redo/transaction log configuration issues affecting database functionality and performances and report them to senior-level DBA s. Review server-generated and threshold based alerts, resolve alerts or notify senior-level DBA s as necessary. Monitor database environments (using alert logs, trace files, alert mechanisms, and other tools) for issues and problems with database functionality, connectivity, or downtime. General Summary: Percentage: 35 Responsible for participating and maintaining methodologies, tactical and operational coordination that provides expertise to the various agencies having business applications that are dependent upon these platforms. This includes individual customer expertise and education. Manage the platform service, 3rd party products, enterprise utilities and the security system. Serve as a technical resource in the area of platform administration for all supported systems. Maintain and monitor processes that include SQL, Linux, Solaris, Perl scripting, Apache Tomcat, JavaServer Pages (JSP), Viewpoint and Teradata. Participate in supporting the strategic hardware and software plans. Assist with the development of long term plans to address agency security needs that ensure systems adhere to audit requirements and best practices. Assist in the development of operational installation and upgrade procedures for a proprietary operating system in compliance with industry best practices. Evaluate and coordinate platform resources in order to handle the workload related to training sessions for users and support sections. Participate in the research, design and testing of the platform disaster recovery plan. Review changes and/or enhancement recommendations to the platform, 3rd party products, enterprise utilities and security. Attend statewide common interest group to communicate platform related activities having a major impact on the clients. Make recommendations for the use and acquisition of enterprise utilities that serve the business needs of each of the client agencies to ensure optimal performance.

3 Duty 3 Research and design proprietary solutions for the platform to resolve issues and to meet the needs and requirements of the client agencies. (i.e., custom utilities, scripts and queries.) Assist in the review and coordination of software patch implementations to the operating system and related proprietary products. Research and design performance enhancements to improve platform availability and meet growing capacity requirements. Review, coordinate and test Teradata Tools and Utilities (TTU) with DTMB Design and Delivery for packaging of the software for deployment to user workstations. Identify and test new database features and subsequently prepare documentation of new features to send out to customers. Coordinate vendor access badge and VPN security. Assist with Follow the Sun procedure for vendor access. Monitor and evaluate platform past, current and future usage. Develops a broad-based knowledge of the State s existing data protection infrastructure and works cooperatively in order to serve as a technical resource to the department s third-party vendors, in-house teams and customers (internal and external). Attend team meetings, technical workshops, trainings, seminars and conferences to expand end-to-end knowledge as well as gain insight on emerging relevant technologies. Create and handle remedy tickets, firewall rules, RFC s (Request for Change) and assist with the DTMB-0170 (Security Risk Assessments). General Summary: Percentage: 5 Other duties as assigned. What is the function of the work area and how does this position fit into that function? This work area is the primary point of contact for agency users, analysts, management and the Enterprise Client Service Center for all planning and implementation of the EDW platforms and related technology systems across various agencies statewide. The area recommends strategic direction for the state in the use of the EDW platforms and addresses all user questions regarding these platforms. This position defines the implementation plan, delivery of the EDW platforms and supporting technologies to meet the State of Michigan s business requirements and objectives. The primary focus of this position includes security expertise for the 3 core platforms and all auxiliary platforms (i.e. Extract/Transform/Load (ETL) systems), Monitoring of the platforms disaster recovery plans, and reviewing and approving installation and upgrade procedures for the operating system. Other responsibilities include vendor communication, trouble reporting, escalated troubleshooting, and release/patch management, as well as supporting strategic hardware and software plans. The position also has responsibility for platform performance monitoring and resolving performance issues. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Possession of an Associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics. Information Technology Programmer/Analyst P11/12 Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics. EXPERIENCE: No specific amount or type is required. Information Technology Programmer/Analyst P11 No specific type or amount is required. Alternate Education and Experience

5 Educational level typically acquired through the completion of high school and two years of experience as an application programmer, computer operator, IT Technician, or two years (4,160 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of system development methods used for the development of new systems and enhancements to existing information systems. Knowledge of concepts and basic operating principles of data communications and information systems hardware and software. Knowledge of principles, theories, techniques, and methods of information system analysis and programming. Knowledge of contemporary and generative programming languages and techniques. Knowledge of data communication and transaction-based processing. Knowledge of the operational and technical problems involved in the administration of a specialized program. Knowledge of relational database methodology. Knowledge of the principles of data warehouse systems and supporting technologies.
