9 Clean Development Mechanism (CDM) Definition: CDM is one of the flexible mechanisms under the Kyoto Protocol; The CDM offers developed countries (Annex I countries) the possibility to engage in economically and environmentally competitive emission reduction projects in developing countries (Non-Annex 1 countries); Certified emission reductions (CERs), equivalent to one tonne of CO2, are issued by CDM Executive Board after completion of the CDM process

10 Clean Development Mechanism (CDM) Project eligibility Reduction in GHG Emissions covered by the Kyoto Protocol (CO2, CH4, N2O, SF6, HFCs, PFCs) Host country (Rwanda) must be a Party to the Kyoto Protocol Contribution to Sustainable Development of Rwanda Additionality (demonstration that the project would not have happened without the incentive from CDM revenue Emission reduction must be real, measurable and long term Sector must be eligible

Background of NAMAs NAMAs was created in 2007 at the13 th Conference of the Parties (COP) to UNFCCC)/ 3 rd Session of the Conference of the Parties serving as the Meeting of the Parties (CMP) to the Kyoto Protocol; At COP 16, Parties agreed that developing country Parties will take nationally appropriate mitigation actions in the context of sustainable development, supported and enabled by technology, financing and capacity-building, aimed at achieving a deviation in emissions relative to business as usual emissions in 2020 (UNFCCC, 2010).
