1 Policy Name: Originating/Responsible Department: Approval Authority: Date of Original Policy: March 2003 Last Updated: June 2017 Charges for Services Financial Services Senior Management Committee (SMC) Mandatory Revision Date: June 2018 Contact: Assistant Vice-President (Financial Services) Policy: There will be maximum rates for charges made by all non-ancillary departments that provide goods and/or services for a fee. The maximum rate for labour charges is cost plus 40%. The maximum rates for materials/goods supplied or forming part of the service charges is cost plus 15%. The maximum rental charges for equipment will equal the calculated cost plus 10%, where the cost is the purchase price of the equipment divided by the estimated life (i.e. days, hours etc.) Purpose: The purpose of the policy is to establish maximum charge out rates for services. The policy also requires suppliers of the services to publish their rates thus allowing departments to plan for expenditures on these services. Scope: This policy applies to all operating departments providing services for a fee, and excludes the Ancillaries. The Ancillaries are Athletics, Bookstore, Graphics, Housing and Food Services, Health Services, and Parking/Lockers. Procedure: Departments wishing to charge for services must submit the list of services for approval by the Senior Management Committee. Once approved, departments are to use the above guide when determining rates. All departments that charge for their services must publish a list of those services and the various charges on the departmental web site. The charges must be submitted to the SMC annually for review, and approval, if any changes are being proposed. Contacts: AVP Financial Services
