In a nutshell Unique ATM Implementation & Monitoring process throughout entire ECAC Exists since 20 years Has been continuously adapting in the past, and will be in the future Is performed through contact between dedicated Contact Persons (Agency) and Focal Points (national stakeholders) Is by nature annual, with fixed milestones In line with ATM Master Plan, ICAO GANP, etc. Pragmatic, cost efficient, full-cycle EUROCONTROL ATMGE/21 ASBU Monitoring 14
Agenda 1. Background of ESSIP/LSSIP 2. ESSIP/LSSIP serving ICAO EUR/NAT 3. Report Lessons learnt 5. Changes 6. Way Forward EUROCONTROL ATMGE/21 ASBU Monitoring 15
EANPG Conclusion 55/02 Regional planning for ASBU Implementation The ASBU Block 0 Modules prioritization table, as provided in App G to this report, is endorsed as the initial version of the EUR ASBU Implementation Plan; The mechanism for monitoring and reporting the implementation status of Priority 1 Modules, using the combined efforts of Eurocontrol ESSIP mechanism and the ICAO EUR questionnaire, as provided at App F to this report, should be used for collecting information for the reporting period ; Eurocontrol is invited to consider extending the scope of the ESSIP/LSSIP reporting tool(s) to the ICAO EUR States outside of the ECAC area; and The ASBU Block 0 Modules prioritization table be reviewed on an annual basis and be extended to cover Block 1 Modules, as appropriate. EUROCONTROL ATMGE/21 ASBU Monitoring 16
EANPG decisions EANPG /55 agreed that a cooperative mechanism would be put in place between ICAO and EUROCONTROL. This mechanism would encompass the utilisation of the EUROCONTROL ESSIP/LSSIP process complemented by a specific ICAO EUR ASBU questionnaire. EANPG/55 - the ASBU Block 0 Modules prioritisation table, as provided in Appendix G to EANPG/55 report, was endorsed as the initial version of the EUR ASBU Implementation Plan, which presents a link between ICAO ASBU B0 Modules and ESSIP Objectives and establishes a basis for the reporting mechanisms of the EUR/NAT Region The mechanism for monitoring and reporting the implementation status of Priority 1 Modules, uses the combined efforts of EUROCONTROL ESSIP/LSSIP mechanism and the ICAO EUR questionnaire, in an effort to avoid duplication of reporting. EUROCONTROL ATMGE/21 ASBU Monitoring 17
EUROCONTROL and ICAO/RO working together Reporting mechanism already existing in the European region, namely ESSIP/LSSIP, to be re-used in order to prepare a report for ICAO HQ on ASBU implementation. For ECAC States there was no double reporting issue - as all the information was extracted from ESSIP/LSSIP process. For non-ecac States reporting burden limited to minimum with specific guidance provided by EUROCONTROL. First report on ASBU implementation in ICAO EUR Region covering 41 ECAC and 4 non-ecac States, produced April 2015 A very good example of cooperation between two international organisations where mechanisms already existing in the European region were re-used to prepare a report for ICAO EUROCONTROL ATMGE/21 ASBU Monitoring 18
