2 The Business need The International need to facilitate maritime transport and to reduce the administrative burdens for maritime traffic has been an ongoing challenge throughout the last few decades. In alignment with the globally agreed standards defined by the International Maritime Organization (IMO) Convention on Facilitation of International Maritime Traffic (FAL Convention), adopted on 9 April 1965, the European Union issued a Directive with the purpose of simplifying and harmonizing the administrative procedures applied to maritime transport by making the electronic transmission of information standard and by rationalizing reporting formalities. According to EU Directive 2010/65/EU: Member States should deepen the cooperation between the competent authorities, such as their customs, border control, public health and transport authorities in order to continue to simplify and harmonize reporting formalities within the Union and make the most efficient use of electronic data transmission and information exchange systems, with a view to the, as far as possible, simultaneous elimination of barriers to maritime transport and the achievement of a European maritime transport space without barriers. Widespread use should be made of electronic means of data transmission for all reporting formalities as soon as possible and by 1 June 2015 at the latest. Within the Union, the provision of information in FAL forms in paper format should be the exception and should be accepted only for a limited period of time. Member States are encouraged to use administrative means, including economic incentives, to promote the use of electronic formats. Parties involved in trade and transport should be able to lodge standardized information and documents via an electronic single window to fulfill reporting formalities. Individual data elements should only be submitted once. For the above-mentioned reasons exchange of information between the competent authorities of the Member States should take place electronically. In order to facilitate such a development, electronic systems need to be technically interoperable to a greater extent and as far as possible by the same deadline to ensure the smooth functioning of the European maritime transport space without barriers.

4 The Challenge To address the business targets of the initiative, National Administrations are essentially called to provide: A National Maritime Single Window System through which the users (ship operators or authorized agents) will be able to provide all necessary information (FAL forms) only once, while the system will be able to interpret, combine and distribute this information for processing to the European network (SafeSeaNet) and the National Agencies involved Although the deadline (1 June 2015) and the target are clear, the implementation context and scope of the National Maritime Single Window project are left to the countries to outline and structure. As multiple implementation paths emerge in combination with possibly overlapping national initiatives of similar nature (such as General purpose National Single Window, ecustoms, Port Communities, Trader Information Portals) it might be easy to get trapped in a never ending debate on questions such as: Should Maritime Single Window be part of my National Single Window? Can/should the Maritime Single Window expand to become a National Single Window? Should it be a completely separate project? Should connectivity with the SafeSeaNet network be within the scope of the Maritime Single Window project? Should/can the Maritime Single Window be part of the Port Community System? Our Relevant Experience INTRASOFT International, being the primary implementer of the SafeSeaNet project run by the European Maritime Safety Agency (EMSA), has accumulated substantial experience in the field of Maritime operations and communications. More specifically: SafeSeaNet is a central European Server for monitoring the traffic of vessels in the EU waters, monitoring of the compliance of ships with vessel traffic services, voyage data recording, casualty investigation, reporting of incidents and accidents at sea. Relevant pilot projects implemented by INTRASOFT International under EMSA contracts are: 1. Ingestion of satellite-based VMS position data into SafeSeaNet and provision back to the FMCs of a composite traffic image related to fisheries activities based on VMS and AIS data. 2. Tracking and monitoring Blue Belt vessels in designated areas and reporting to authorized EU customs users the voyage / ship call information of Blue Belt ships. 3. (National) Single Window for the electronic submission and provision of ship reporting formalities, definition of the message formats and exchange mechanisms. The information system provides for: The electronic submission of reporting formalities from the ship data providers to the NSW via a system-to-system and a web interface; The provision of information from the reporting formalities from the NSW to the relevant national authorities via a web interface; The distribution of information from the reporting formalities from the NSW to the SSN Central and via the SSN Central to other NSWs via a system-to-system interface. Port backend experience Our multi-year experience of driving the implementation and maintenance of the Piraeus port in Greece is indicative of our good knowledge of the field, considering that Piraeus is a very demanding case of a port that combines:
5 Bulk cargo handling Container handling facilities and storage Car terminals Passenger terminals Vessel Berthing GIS (Geographic Information System) Real Estate Management of the Port Properties with GIS representationshipments from almost every country in the world Integration with Customs systems and Trade facilitation Portals As the port is steadily evolving into a worldwide hub and a connection point between Asia and Europe we continue to grow our knowledge and expertise daily. In addition, our long term cooperation with pioneers of the IT implementations on the Port industry (Oracle Corporation, Navis LCC, Data and System Planning-DSP) give us the expertise to also address the most advance techniques like Cloud services, centralized multi facility management, terminal simulation, locations systems, RDT, WiFi and integration of TOS with different systems like GOS, ERP, Billing. Our Solution Strategy Although from a business point of view a Maritime Single Window project is unique and well defined, from a technical point of view we see it as a specialized case of Messagebased Integration platforms. The rational behind this approach is that there exist today in the international market many integration initiatives / trends with highly overlapping functionality and similar technical requirements such as Single Window, Maritime window, Port Community, Trader Registration portals to name a few. We have decided to focus on and structure our relevant solutions around the common needs / characteristics of these initiatives such as: 1. Message-based communication 2. Integration of heterogeneous IT environments 3. Data Harmonization 4. Business Logic externalization 5. Easy transition from Pilots to full Rollouts 5
6 The main components of our Maritime Single Window solution Ship Operators Internet MSW Portal Agency Web Enabler Admin Portal MSW Persistency MSW Orchestrator Communication Gateway (powered by IBM Sterling B2B Integrator) Maritime Single Window Solution SafeSeaNet ecustoms Customs Backend Systems Governmental Agencies MSW Portal Implements the main UI components of the solution. It offers advanced security functions, such as electronic signatures (XML Digital Signatures) to provide sender authentication and ensure data integrity in the data submission processes. It is based on the Public Key Infrastructure (PKI). The submitted information (FAL forms, national extensions data, etc.) is electronically signed by the sender of the message. MSW Orchestrator A fine-tuned communication and workflow orchestration engine, which is necessary for capturing, editing and executing the business processes supported. It provides coordination between the MSW and the external Backend systems and networks, from the time information is submitted/requested until the request is successfully processed.
7 The MSW Orchestrator component has been deliberately separated from the Communication Engine to allow for more effective business processing and workflow management. It has been conceived to separate logically the technical processing (Communication Engine) from the actual business orchestration (MSW Orchestrator).
