3 THE SMART GRID importance of customer Service and reliability Increasing or maintaining power reliability is the fundamental charter for utility companies, but it is made difficult by multiple challenges facing utilities today, including aging infrastructure, a retiring workforce, rising costs, and mandated carbon reduction. For electrical utilities to continue to meet service requirements and regulations even as they endeavor to meet these pressing challenges and deploy grid modernization technologies they require an efficient way to restore power as quickly as possible when service interruptions occur. Intergraph s InService solution for outage management systems (OMS) and mobile workforce management (MWFM) provide the foundation for improving outage response and restoration times, quickly analyzing and diagnosing trouble, and efficiently dispatching and mobilizing field crews. These benefits directly improve overall operational efficiency, increase reliability, and provide better information for accurate and timely customer communications. During the next 10 to 15 years, consumers around the world will see major changes in the way electricity is transmitted, distributed, and metered to businesses and households. 4 Outage management At the core of a modern outage management system is the network model of electric facilities, usually from a geospatial or geographic information system (GIS) with links to customer information systems (CIS). Outage notifications are analyzed using interfaces to a CIS, integrated voice response (IVR), and an automated metering infrastructure (AMI). Using a configurable rules engine, these calls are then grouped together to predict the correct protection device. Input from supervisory control and data acquisition (SCADA) systems and manual input from an operator or dispatcher supplement these predictions. Leveraging intelligent land base and road network information into a geospatial display, you can quickly locate the closest qualified crews for assignment. Using an integrated mobile client, these field crews can receive their work orders wirelessly and after restoring power, can document the cause and restoration time electronically. Intergraph s InService OMS improves and optimizes network reliability with a comprehensive set of integrated tools that seamlessly manage operational and customer data across the enterprise. Using InService will streamline operations and help deliver improved customer satisfaction with increased awareness of the restoration activities provided to customers. Trouble Analysis The trouble analysis engine at the heart of the InService solution performs critical processing for the outage and mobile workforce management solution. This server-based component uses the network connectivity model migrated from the GIS as the baseline configuration, and then processes all transactions to maintain the real-time state of the distribution system. Trouble analysis handles all outage calls or meter notifications to predict the extent of an outage and the most likely point of failure. The engine automatically groups related notifications into an outage event based on real-time network configuration. It also considers any manual or confirmed device operations received from SCADA and sends the outage job to the appropriate dispatch workstation, where outages display dynamically in the geospatial view. Trouble analysis also provides the following functionality: Safety and operational tagging placement Modifications to the connectivity model by changing device status and adding temporary network devices, such as cuts or jumpers Completion of outages and capture of closing information Partial restorations, including automatic calculation of customers restored by each step Ability to change the predicted outage location to the next logical upstream or downstream device Network tracing Transfer of incorrectly mapped customers to correct device Dynamic colorization of the network based on real-time status Automatic generation of customer callback lists to verify restoration Generation of customer lists downstream from network devices and outage locations Automatic calculation of estimated restoration times for all outages based on outage type, device type, time of day, day of week, and weather condition 2

5 Trouble analysis provides a significant return on investment for utilities because it automates a labor-intensive process and determines the fastest approach to restore a customer s electrical service. Distribution Management Maintaining the OMS electrical model current to the physical network is paramount to accurately predicting outage locations and tracking which customers are without power. Intergraph s OMS capabilities can manage the network in real time and incorporate distribution management system (DMS) functionality. This common user interface integrates other real-time data necessary for system operations. Intergraph provides a single integrated console for the smart grid to improve overall situational awareness and achieve significant cost savings and efficiency in grid operations. Our solution consolidates and integrates disparate applications, traditionally in different locations, into a common operating picture in a single operations control center. You can manage device control and network operations directly through the command center to reroute power, manage voltage levels, reconfigure the network, and sectionalize outages quickly to restore power faster than ever before. Switching Plans Intergraph s OMS tools enable you to prepare and execute switching plans. These tools, which are tightly integrated with geographic and schematic views of the operational network, handle emergency and planned switching for maintenance or construction. The switch plans aid in quicker restoration by providing accurate and timely information to the right field crews. Intergraph also offers a switch plan generator that works directly with the network map to automatically create a switching plan using criteria input by the user. Progress Energy Progress Energy, headquartered in Raleigh, North Carolina, is a Fortune 250 energy company with more than 21,000 megawatts of generation capacity and nine billion dollars in annual revenues. The company includes two major utilities that serve more than 3.1 million customers in the Carolinas and Florida. Following the 2004 hurricane season that battered Florida, Progress Energy was challenged with a way to better assess outages during and after major storms. The four major hurricanes that hit Florida cost Progress Energy more than $360 million. With more than 70 percent of Progress Energy s total restoration cost being related to labor, the sooner people start working means big savings. Progress knows the fastest way to save money is by dispatching people where they are most needed. With help from Intergraph s outage management solutions, Progress tested pinging meters with helicopter flyovers. Using the helicopter in test runs, the company was able to read more than 100,000 meters in one hour determining what meters were working and where outages were located. 3

7 The functionality allows you to create, review, and execute switch plans with multiple tiers of approval. The switch planning tools also help you place tags, pre-assign steps to crews, and capture detailed activity logs. An operator can include steps for non-network devices, create plans with multiple stages, add steps during logging, and search for plans using multiple criteria. Once a plan is built, it can be printed or sent in the form of a message to other dispatchers or mobile clients. You can save plans as templates and easily refer to them in the future. A separate offline study mode can run independently and use its own electrical network map, allowing you to design and store switch plans against future geospatial and electrical network configurations while dispatching against current configurations. In Switching Simulator, you can load data from either permanent or temporary network tables and then modify the loaded network model using switch and jumper operations. You can then examine the effects of network model changes through tracing and additional switching operations. The application generates and stores plans against the new network model and makes them available for use in production. Smart Meter Integration Advanced metering infrastructure (AMI) helps utility companies easily verify outages and quickly dispatch crews for outage restorations. Data from AMI systems provides early identification of outages, determines outage extents, and verifies power restoration to customers involved in outages. Intergraph s InService-AMI interface sends requests and receives results from smart meters, indicating whether the pinged meter has power. The system can automatically generate a ping request to verify a service level outage, or allow dispatchers to manually ping a device, premise, or event to determine the power status of a meter. The results are displayed in a user interface view with link to the location of the meter on the map display. Dispatchers can then create or cancel outage calls based on meter ping results. The ability to use two-way communications enables AMI vendors to ping meters at configured intervals or gather meter information on demand. This integration improves customer service by quickly identifying service level outages, thereby reducing outage incidences. Damage Assessment Intergraph s damage assessment tools empower you to capture accurate damage reports quickly and efficiently using mobile computing and wireless communication technology. Automating damage assessment activities can significantly improve your response in an emergency through field reports for preliminary damage assessment. This assessment can provide a better picture of the damage, identify and prioritize storm-affected areas, determine initial staffing levels, and calculate potential duration of the storm. Performed once the restoration is underway, comprehensive damage assessment can keep crews focused on the critical infrastructure repairs that restore power to customers as quickly as possible. Optimizing storm management through the integration of damage assessment into the outage management process, and leveraging technology such as distribution automation devices and smart meters can decrease restoration time, increase customer satisfaction, and transform the chaos of a large storm into a planned activity. 5

8 6 Geospatial Displays InService s geospatial displays of the distribution system promote integrated landbase and intelligent road networks. Displays of predicted outage locations and utility crews on a map provide the basis for central dispatch. From the base map, you can operate switches, perform drag and drop dispatch, turn on and off layers, and see configurable tool tips and attributes of the facilities. The network map features dynamic colorization and attribute-based symbology that changes with the state of the device. Filtering of the events and feeders help you focus on specific areas of responsibility. Additions to the geospatial map include dynamically generated schematics of the network and substation one-line diagrams where you can perform the same base operations. Mobile Workforce Management Complementary to Intergraph s dispatching capabilities, our mobile workforce management (MWFM) solution supports dispatch, scheduling, and mobile computing solutions for all types of field work. This enterprise-scalable platform eliminates the need for multiple dispatch systems and, combined with OMS, allows field crews and dispatchers to view identical network maps and work information.
