3 Workshop Content - Day 1 First - understand the business issues Introduction & Management Basics Open Loop & Alternative Models Customer Benefits Definitions card vs account based; closed vs open-loop; driver assisted/known fares (purchase before) vs flat/ variable fares (purchase later) vs pre-purchased fares (purchase before) Models card based closed & open-loop; account based closed & open-loop; hybrid models; UKCA initiative (purchase now/later/before); Visa/Mastercard models List Management using lists to decrease risk; white to allow, black and red to decline, orange to inform, green to approve, purple to protect Risk Management managing risk through the use of lists, authorisation tactics, and first ride risk agreements Decline Management - how initial declines can be recovered through various reclaim processes Ticketing Evolution - coins, tokens, tickets, cards and mobiles - the unification of ticketing and payments Purchase Methods - off-vehicle / platform, driver assisted, conductor, tap on, tap on / tap off, mobile, revenue protection Models relative merits of open-loop vs closed-loop vs hybrid models, and whether these can co-exist Co-Existence & Migration - how new models can be implemented in parallel with existing models Relative Costs - the reduction of capex and integration costs in favour of opex and service costs Best Fares - ensuring the customer pays the best possible fare on the day Capping - replacing daily, weekly and monthly tickets with simply caps Aggregation - rules: how aggregation benefits customers and operators Knowing Customers - how customer specific data can benefit operators Interoperability - the ability of offer multioperator / multi-model products - and share revenues fairly Wrap-up & Summary (call to action) Q&A and discussion will run throughout the workshop as well as the final session. *Workshop presented and led by Michael Walters and Dave Lunt of littlepay Working Group Meeting - Day 1 Second - develop an implementation roadmap Proponents of the following models for transport payments will be invited to make brief presentations and then lead working group discussions with stakeholders that are transport authorities, financial institutions and industry experts. Open-loop ticketing based on accepting bank-issued EMV contactless cards Closed-loop ticketing that also supports the development of smart city payments Account-based ticketing that allows use of different customer payment tokens Card-based ticketing that enables open payments without vendor lock-in Other models such as mobile-based ticketing that enable open payments The objective will be to achieve consensus on implementation models that will help stakeholders to develop next-generation transport payments in India. The implementation models will need to achieve the long-term objectives of national common mobility, practical interoperability and most important - open payment systems that can drive transport cash transactions to digital payments.
4 Industry Conference - Day 2 Third - thought leadership and solutions to accelerate implementation Bus Transit Systems and Revenue Collection The challenges of revenue collection in bus public transport systems particularly granting access and managing risk in off-line scenarios, and the need for cost-effective solutions that are within the financial means and technical capabilities of state-owned bus operators. Electronic Toll Collection (ETC) Systems Road tolling systems including manual payment using contactless transport cards and devices as well as fully automated electronic toll collection systems. ETC solutions or India will need to demonstrate clear business advantages over the existing efficient manual systems. Acceptance Devices for Transport Payments The range of acceptance devices for payments in transport is evolving to manage a wide variety of scenarios including in-vehicle, off-vehicle, in stations, at tollbooths, mobile hand-held, conductor/driver-assisted, as well as non-farebox payments in retail point-of-sale scenarios. Developments in Mobile Transport Ticketing The state of play for mobile proximity transport ticketing including NFC mobile ticketing driven by transport ticketing schemes and banks using host card emulation (HCE), OEM-Pay products, QR code-based or barcode-based mobile transport ticketing. Managing Single Journey Tickets Fare media and ticketing solutions that can address the single journey ticket problem created by itinerant customers that include customers unable or unwilling to pay for stored value, business travellers, tourists and other occasional riders. Expanding the Payments Business Strategies and solutions to expand the payments opportunity and the profitability of public transport either by operators developing non-farebox revenue using their own cards and/or by using public transport to drive usage of bank-issued EMV contactless cards. Mobility-as-a-Service (MaaS) The outlook for Mobility-as-a-Service in India. Payment solutions for transport-on-demand services that can connect customers with public transport, such as public bicycle sharing schemes and ride-hailing services for low-cost motorcycle taxis and private cars.
5 Track Record Since 2006, APSCA s transport ticketing forums have become the largest meeting of senior executives from transport revenue collection schemes and transport operators managing smart integrated ticketing and automated fare collection schemes in Asia. Each forum has successfully attracted senior decision-makers from transport fare collection and transport ticketing end-users from over 10 Asian countries and territories. These senior executives attend the forum to meet their peers, learn about updates to other Asian transport card schemes and hear case studies and best practices. They view the forum as a unique opportunity to discuss business, technology and operational issues with other senior managers from transport operators and ticketing schemes. The previous 9 forums were held in Singapore, Taipei, Bangkok, Seoul, Kuala Lumpur, Hong Kong, Tokyo, Sydney and India, with local government transport authorities, transport ticketing companies and transport operators either hosting or supporting the forum, or organising site visits. These decision-makers were from 8 countries including Australia, Hong Kong, India, Japan, Korea, Malaysia, Philippines and Singapore. Representatives from government, banks and payment schemes also attended.
6 Technology Exposition A Technology Expo of latest solutions for revenue collection in transport will be held concurrently with Transport Payments South Asia. The exposition will provide an opportunity for transport card schemes, transport operators, transport agencies and payment service providers to learn about latest development trends in automated fare collection.
