25 Airport CDM Influence in CONOPS Key Similarities Use of information sharing guidelines & similar milestones approaches. Shared milestones include, but not limited to: Target off Block Time (TOBT) Actual off Block Time (AOBT) Actual Take off Time (ATOT) Estimated Landing Time (ELDT) Target Landing Time (TLDT) Actual Landing Time (ALDT) Establishment of Key Performance Areas and Indicators Collaborative pre-departure sequencing and management of flight updates Incorporation of variable taxi times into prediction/planning 25

26 Airport CDM Influence in CONOPS Key Differences Surface CDM CONOPS establishes the metering point at the transition between the non-movement and movement areas (spots), whereas Airport CDM establishes the control point at the gate/stand. Surface CDM does not adopt Airport CDM s Target Startup Approval Time (TSAT) turn-around milestone. Operators will determine startup time internally as necessary to adhere to established spot arrival times. Surface CDM equitably assigns departure opportunities to aircraft operators in the form of specific Target Movement area Entry Times (TMATs) or Target Movement area Entry Counts (TMACs), depending on which capacity allocation method best suits the needs of a particular operation. Within Surface CDM, the entity responsible for acting as the Departure Reservoir Coordinator (DRC) will be selected on an airport-by-airport basis, and may not necessarily be ATC/TFM. Surface CDM recognizes the FAA definition of taxi time as time in movement area, but also considers out-to-off performance. Airport-CDM defines taxi time as out-to-off. 26
