The interested vendor may submit the tender documents Ref. No. STPI-KOL/PUR-13/2015/QTN-73 Dated: , containing eligibility criterion, terms and conditions, scope-of-work & commercial quote, etc duly filled with sign & seal on each page. The last date of submission of quotation is 24/07/2015 on or before AM and bids will be opened on the same day at AM. Date & Time of the Bid opening 24 th July 2015 on 10:30 AM GENERAL TERMS & CONDITIONS 1. Quotations must be submitted in a single sealed cover at our Office. The words LAST MILE LOCAL LOOP CONNECTIVITY should be clearly written on the top of this cover. 2. Bids received in any other form or after due date shall be rejected. 3. Authorized person of the bidder shall sign, stamp and submit all pages of the bid document, supplementary documents, data sheet and any other document provided in support. 4. Quotations will be opened on the scheduled date, where bidders may present or send their authorized representatives. 5. In case the day of opening of Quotation is declared as holiday the opening shall be held on the next working day at the same time. 6. STPI may extend the last date of submission of quotation or opening date as it deem required for any administrative reasons. 7. Bidders are advised to visit the office and see for themselves the locations where the services required to be delivered. 8. Bidders should write down the details of bidding party in Annexure-I and price details commercial quote as Annexure-II only. Bidders should provide their Id compulsorily. 9. Existing STPI empanelled vendors for last mile local loop connectivity need not to submit all the relevant supporting documents for eligibility and Annexure-I, they need to submit only price quote as per Annexure-II. 10. If any of the conditions of Bid are not fulfilled, such Bid/Bids will be summarily rejected outright and objections raised in this regards will not be entertained. 11. STPI reserves the right to choose, accept or reject any or all requests / offers. STPI will not be responsible for any postal losses or delays in submission of documents. The Bid documents are non-transferable. 12. The rate quoted by the bidder shall be final and no increase in rate shall be allowed under any circumstances. 13. In the event of violation of any terms and conditions given above, it would be construed, as a breach of contract and STPI will be entitled to terminate the agreement without any compensation. 14. 3 ELIGIBILITY CONDITION 1. The bidder should be a registered firm or have trade License on the respective field. (Documentary evidence must be submitted with bids). 2. The Bidder shall have necessary registration certificate for Service Tax and PAN Card as necessary (Copies of the same shall be furnished as proof). 3. The Bidder should have Minimum 3 yrs of work experience in this field. (Copy of the same shall be furnished as proof). 4. The bidder shall have a fully functional office/service center at Kolkata. SCOPE OF WORK 1. The selected vendor has to implement and ensure a reliable physical connectivity on Optical fiber cable (Only) between STPI-Kolkata and BOPT. End A Software Technology Parks of India, Block-DP, Plot-5/1, Sector-V, Salt Lake, Kolkata End B Board of Practical Training (BOPT), BOPT(ER), Block-EA, Sector-I, Salt Lake City, Kolkata Approx. Distance between End A and End B - 5 k.m. The equipments provided for delivery of last mile service should be capable to extend the bandwidth throughput from E1 to multiple of E1s. Type of Interface required : v.35/fast Ethernet 2. The activity has to complete by the vendor within 10 days from the date of issuance of work order. 3. The vendor has to submit the detailed network diagram of last mile connectivity between STPI and BOPT. 4. The operation and annual maintenance of the last mile connectivity shall be carried out by the vendor itself. 5. The operation and annual maintenance of the last mile connectivity shall include but not be limited to the following : 24x7 helpdesk support to STPI Escalation matrix chart Submission of monthly performance report to STPI 6. The items like OFC media, cable, jack, patch cord, power adaptors and any other materials as required for completion of the end to end connectivity between STPI & BOPT shall be supplied by the vendor itself and must be new and of good quality. 7. The vendor should have backup spare in proper ratio to maintain the consistent availability of connectivity. 8. All the equipment used in Last mile connectivity should have all the necessary document and manuals to operate and help guidance. 9. PAYMENT TERMS: The invoice has to be raised by the vendor on successful delivery of Services on a Quarterly basis. Payment shall be made within 15 days from the date of receiving the invoice & monthly performance reports for the quarter from the vendor, after deducting the applicable penalties (mentioned in the clause 5 of Contractual terms and conditions). 4 CONTRACTUAL TERMS AND CONDITIONS 1. The selected vendor shall not further sub-contract whole or part of the assignment to any third party without the prior written permission of STPI-Kolkata. 2. The party must complete the job within stipulated time frame as in work order, failing to deliver the service within the mentioned period, the Empanelled vendor will be treated as non-responsive for this requirement 3. The items to be supplied shall be new of good quality and as per the standard specifications. 4. Replacement/repairing of the faulty items during the annual maintenance period will be done by the vendor itself at its own cost. 5. Failure at any segment of Last mile connecting STPI s customer s router/switch to STPI router/switch is the responsibility of vendor. 7. The local loop work order shall be valid for minimum 1 year; however it may be extended up to further 2 yrs on yearly basis depending upon STPI requirement and on performance of service. 8. Any dispute arises shall be settled within the Jurisdiction of KOLKATA only. Page 4 of 6
