1 CITY OF REDLANDS GEOGRAPHIC INFORMATION SYSTEMS ADMINISTRATOR DEFINITION Under direction, to develop, program, and implement the City's Geographic Information System (GIS); to organize, coordinate, maintain, and upgrade system database, software, and hardware; to provide lead supervision; and to provide highly technical and responsible assistance to the Municipal Utilities Director. SUPERVISION EXERCISED Exercises technical and functional supervision over technical staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Coordinate the planning, implementation, and maintenance of GIS computer systems; develop, coordinate, implement, and maintain databases for GIS; install and configure hardware and software; maintain hardware and software; troubleshoot hardware, software, and peripheral operating problems; assist in monitoring maintenance contracts and license agreements for system software and hardware. Provide training and assistance to other staff members on GIS and computer system operating characteristics; program GIS for a variety of user applications within City departments; develop system documentation and user guides; manage user access and ensure conformance to standardized GIS procedures. Provide assistance in budget development; research and provide recommendations for computer hardware and GIS software purchases; establish projected equipment and supply requirements. Develop and prepare map compositions and provide a wide variety of map products for use by other departments and the public. Prepare reports concerning GIS applications and developments. Supervise, train, plan, organize, review, and integrate the work of the GIS Technician. Initiate, plan, develop, maintain, and implement GIS applications/projects.
2 EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES (continued) Serve as a liaison between the City and public and private sectors for the purpose of establishing data and software sharing agreements. Perform and oversee operation and maintenance of GIS-related hardware including plotter, scanner, workstations, digitizer, and GPS equipment. Administer Unix system and NT workstations including OS upgrades, addition and configuration of peripherals, and scheduling and performing system back-ups. Design, create, and update GIS data layers using hard copy maps, digital data conversion, survey (COGO) and GPS. Design and create reports and presentation-quality maps. Perform complex geographical analysis and solve technical problems. OTHER JOB RELATED DUTIES Perform related duties and responsibilities as assigned. JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Operational characteristics, services, and activities of a comprehensive GIS program. Modern and complex principles and practices of GIS operations, GPS, and database development. Principles and procedures used in the installation, configuration, and maintenance of computer hardware and software. Unix and Unix-based databases. ESRI software including Arc/Info, Arcview, and Map Objects. Principles and methods of training. Knowledge of: (continued)
3 Geographic and surveying principles. Computer programming methods, techniques, and languages. Modern office practices, methods, and computer equipment. Principles and procedures of record keeping and reporting. Principles and practices of data collection and report preparation. Advanced principles of mathematics, trigonometry, and calculus. Safe driving principles and practices. Skill to: Operate modern office equipment including computer equipment. Operate a motor vehicle safely. Ability to: Perform difficult technical computer and mapping work involving the use of independent judgement and personal initiative. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Coordinate GIS work flow and analysis. Provide training and assistance to other staff members on system operating characteristics. Write system procedures and effectively communicate them. Program GIS applications to meet user needs. Prepare and maintain manual and computerized technical engineering records, files, and databases. Prepare, revise, update, and maintain maps. Ability to: (continued)
4 Read and interpret engineering plans and specifications. Interpret and apply the policies, procedures, laws, and regulations pertaining to assigned programs and functions. Install, configure, and troubleshoot system problems. Collect, compile, and analyze information and data. Prepare clear and concise reports. Evaluate computer hardware, peripherals, and software for price, use, efficiency, and need; recommend purchases. Perform accurate mathematical computations. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Four years of experience involving GIS computer mapping projects. Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in GIS, geography, computer science, or a related field. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license. Special Requirements: Essential duties require the following physical skills and work environment:
5 Ability to work in a standard office environment; ability to lift 50 lbs.; exposure to outdoors; ability to travel to different sites and locations.
