5 Bottom Line Up Front The time is right to change the way C4ISR/EW systems are engineered and integrated onto platforms in order to: Significantly reduce Size, Weight, and Power (SWAP) demands Reduce lifecycle costs Provide for rapid upgrades Increase performance and agility Enhance resilience and robustness in hostile electromagnetic environments 5
6 Lessons Learned Limited space, carrying capacity, and prime power on all platforms created significant challenges integrating C4ISR/EW systems onto platforms Adversary s ability to rapidly adapt required replacing systems rather than upgrading Interoperability problems identified after electronic systems were developed and integrated onto platforms 6
7 Challenges Mid-Tier (WNW) HNW Wideband SATCOM (NCW) Company SRW Classified PLT SRW Unclassified PLT SRW Mid-Tier (WNW) Mid-Tier (WNW) SEAM SEAM SEAM System-of-Systems Architecture The network architecture seams are self-imposed by stitching together multiple solutions individually created Communications, EW, SIGINT, and Radar systems are architected separately although they are competing for similar resources (SWAP, Spectrum, interoperability, etc) User Capacity Today's Waveforms are challenged keep pace with the evolving capacity demands Spectrum Utilization Military waveforms are not as spectrally efficient as their commercial counterparts, but commercial waveforms are not designed for the tactical environment The quantity of available spectrum for utilization depends on time and location Threat Adversaries with significant electronic capabilities (communications, electronic warfare, intelligence) and access to high-end electronic components and technologies Robustness is often traded for capacity gains Reduced budgets Network Flexibility Today s solutions do not always meet the dynamic military operations requirement 100+ disparate network management tools Acquisition The traditional process is not conducive for IT systems Technology circa 2000 is just beginning to field today 7
