9 This scan is being conducted as a part of NCHRP Project 20-68A, the U.S. Domestic Scan program The program was requested by the American Association of State Highway and Transportation Officials (AASHTO), with funding provided through the National Cooperative Highway Research Program (NCHRP) Each scan is selected by AASHTO and the NCHRP 20-68A Project Panel Each scan addresses a single technical topic of broad interest to many state departments of transportation and other agencies Scan Advances in Civil Integrated Management (CIM) AASHTO / NCHRP U.S. Domestic Scan Program

10 The purpose of each scan and Project 20-68A as a whole is to accelerate beneficial innovation by: Learning about a state s successes, challenges, steps to overcome challenges Facilitating information sharing and technology exchange among the states and other transportation agencies Identifying actionable items of common interest Scan Advances in Civil Integrated Management (CIM) AASHTO / NCHRP U.S. Domestic Scan Program

17 Interoperability Developing a data format for an entire facility life cycle is challenging. Proper data governance can preserve current data so it can become legacy data. Improved accessibility of data is important. Use of mobile devices in the field CIM data should be geospatially located. LIDAR seems to be an enabling technology. Data storage and data management Technical Considerations

18 Communication, i.e. the project team needs to build a culture of information sharing. Better communication requires a culture change. Providing interoperability over the life cycle of a facility requires considerable communication among entities. Necessary to have management that encourages innovation and provides some space for risk and failure. Passionate people are needed. Organizational Considerations

19 Initial success is important. Agencies need to find out where valuable data resides. Start CIM with model-centric design to gain momentum at the beginning of development. Implementing CIM beyond the design and construction phases is likely where bigger pay offs will occur. Development of CIM should proceed in this order: -identify tasks that need to be accomplished first -identify points where investment will be needed -design needs to move beyond the immediate need during implementation. Procedures for Successful Implementation

20 Cut the millennial generation loose to prove the value of the CIM concept and score some early wins (will likely be more effective than measuring ROI). Strategies to start implementation -convince team members of the added value -pilot test There would be much value for state agencies to share ideas with each other as CIM is developed. Procedures for Successful Implementation (cont d)

21 Use data throughout the project life cycle. CIM is a system of systems, do not define it too narrowlyconsider all 3D models, GIS, databases, even pdf files. Engage partners such as contractors and utilities. Business needs should drive IT activities. Getting buy in from upper management. Agencies need to be in the driver s seat. The devil is in the details including legal issues, data interoperability, personnel issues, IT security. Philosophies for Success

22 Communicate benefits to other areas aside from design and construction in order to get buy in from upper management. Assert that CIM will change the way that we do business, e.g. microwave, remind about of how hard it is to get along without microwave ovens now we is used to them. Assert that innovative ways will be found to make data useful. Emphasize that a geospatial platforms can be provided. Recognize the value of the data that transportation agencies hold; point out that transportation agencies are data rich. Ways to Enlist Support
