3 THE CDM STRATEGY BEYOND 2012: WHAT IS NEW? Expanding the stakeholder base with the inclusion of the merging priority sectors (i) Physical and Environmental Planning and (ii) Finance and Economic Development. Strengthening public private partnerships within all the sector groupings going forward. Focusing on a more strategically aligned and integrated risk management approach, where climate change considerations are integrated into priority sectors allowing for the application of appropriate interventions Enhanced results oriented programming and monitoring through the elaboration of an Implementation Plan, Performance Measurement Framework and an Online Database.
4 Context Why an IP? The Implementation Plan: Provides the overarching operational framework for advancing the achievement of the CDM Strategy Specifies the inputs and activities required to meet the results of the CDM Strategy Enhances the management of time, resources and the scope of work to be done so that agreed targets can be met in the agreed timeframes Provides the basis for the year to year monitoring of progress and therefore promotes transparency and accountability
5 Context Why an IP? The Implementation Plan is intended to be a living document that will be updated based on: Emerging national priorities Lessons learned Changing implementation environment political, economic, environmental and social The Performance Measurement Framework will accompany the Strategy and IP and will specifically detail the indicators of measurement, data sources, responsibility for data collection, frequency of data collection and budget related to the data collection and processing
6 Context The CDM Strategy, IP and PMF suite of documents provide the CDEMA System with the key tools for: Targeting investment/resource mobilization Strengthening partnerships through the assignment of clear roles and responsibilities Reducing the duplication of efforts and increasing efficiency Improving implementation based on lessons learned Strengthening results oriented reporting and buy in from policy makers through improved accountability and transparency Increasing beneficiary satisfaction
7 Process Sage Consulting was contracted in December 2012 to lead the development of the CDM Strategy Beyond 2012 and the supporting IP and Performance Measurement Framework A critical requirement of the consultancy was to utilize a stakeholder consultative process The CDM Implementation Plan and Performance Measurement Framework are still very draft documents that required feedback from stakeholders. The CDM Conference is to be utilized as a forum to promote its refinement
8 Process Assessment of the Status of Implementation of the CDM Strategy First Stakeholder Consultation convened May 8 9, 2013 to review the findings of the assessment and shape the priority results for the next CDM Strategy Draft Results of the CDM Strategy shared at the 10 th Meeting of the CDM CHC on July 15 th 2013 and at the Partners Consultation on July 16 th 2013 for stakeholder feedback Second Regional Stakeholder Consultation convened October to review and update the CDM Strategy and to elaborate the IP and PMF CDM Conference Implementation Plan Working Session to further review and refine the IP CDM Expert Panel provided technical support

10 Implementation Plan Outcome 1 Regional Sectoral National Identify the skill sets required at the CDEMA CU to support the technical gaps at the national level DRM/CCA Best practices utilized by priority sectors in States to be documented and used as a benchmark and promoted Assess national capacity needs and organize relevant training and capacity building Determine Partners Programming Priorities and assess to what extent they are aligned to national priorities Promote and support agriculture insurance and alternative risk transfer mechanisms Identify National Champions to promote the national CDM agenda
11 Implementation Plan Outcome 2 Regional Sectoral National Create a marketing and communications programme that keeps CDM top of mind for media, private and public sectors, households, policy makers Establish regional policy on data sharing for DRR Build capacity for data management (collection, analysis, processing and dissemination) as it related to DRR needs Strengthen partnerships between the disaster communities (practitioners) and research communities Develop training and learning programmes in DRR, targeted at professionals across the various sectors Develop mechanisms for capturing local and sectoral knowledge and incorporate into risk assessments and the physical planning processes
12 Implementation Plan Outcome 3 Regional Sectoral National Develop Model National DRM Sector Programmes Develop sector specific engagement strategies and supporting incentive packages Incorporate multi hazard information into national and sectoral development planning and programming CDEMA CU and CCCCC to identify opportunities for integrating their respective regional and national programming Develop advocacy and sensitization plan for policy makers and technical teams Prepare hazards maps and other information systems for each sector
13 Implementation Plan Outcome 4 Regional Sectoral National Increase awareness of how disaster occurrences can affect women and men Increase and promote the use of hazard data within vulnerable groups and communities to assist their preparation and response to multi hazards Integrate early warning systems into national DM plans and programmes Develop and identify criteria for what is a safe community Develop programmes and projects to support communities with livelihood adaptation measures Develop a simple and clear communication strategy to address the information needs of communities on hazard events
14 CONSIDERATIONS GOING FORWARD There is need to deepen the engagement of the emerging sectors physical and environmental planning and finance and economic development to ensure priority areas are reflected in the IP The IP needs to be reviewed in the context of the cross cutting themes gender, ICT, climate change and environmental sustainability to be incorporated as appropriate
15 CONSIDERATIONS GOING FORWARD Baseline to be established for indicators early as possible to adequately measure change Targets need to be established and indicators finalized for the Performance Measurement Framework These next steps are to be concluded by end of the first quarter of 2014 so that the suite of documents can be endorsed by the CDEMA Council in June 2014
