E-TENDER NOTICE 1.1 BACKGROUND FOR INVITATION OF RE-DISCOVERY OF MICRO IRRIGATION SYSTEM COMPONENTWISE PRICES FOR IMPLEMENTATION OF MICRO IRRIGATION SCHEME BY GUJARAT GREEN REVOLUTION COMPANY LIMITED. Gujarat Green Revolution Company Limited (GGRC), a Special Purpose Vehicle promoted by Gujarat State Fertilizers & Chemicals Limited, Gujarat Narmada Valley Fertilizers Company Limited, & Gujarat Agro- Industries Corporation Limited is the implementing agency appointed by Government of Gujarat for implementing Micro Irrigation Scheme (MI Scheme) in entire Gujarat State vides Government of Gujarat GR No.PRCH N dt Due to unique way of implementing MI Scheme in corporate manner, under the Scheme, within the period of 12 years, more than Lakh hectare area have been covered & benefitted over 10.2 Lakh farmers. In view of above, GGRC management has decided to rediscover the prices of Micro Irrigation (MI) components through E- Tender from the Registered Micro Irrigation System Suppliers of GGRC as well from the Micro Irrigation System Manufactures who are not registered with GGRC. 1.2 INVITATION OF ONLINE TENDERS The Joint Managing Director invites on line tenders (e-tendering) for For Selection and Registration of Suppliers of Micro Irrigation Systems and Re-Discovery of Micro Irrigation System Component wise Price For Micro Irrigation Scheme Implemented By Gujarat Green Revolution Company Limited on Behalf of Government of Gujarat in Gujarat State from MIS system manufacturers who are Registered as MIS suppliers in GGRC under the MIS implemented GGRC in the state. In Case Bidders is Not Registered as MIS Supplier under the MIS Scheme implemented by GGRC in the state as on date of this Tender, then he has to apply and registers his company/firm as MIS supplier in GGRC as per the terms and condition specified in this tender document. The bidders who want to be registered as MIS Supplier may submit his bid. Subsequently after completion of bidding process, they will get registration as MIS Supplier subject to meeting laid down norms and procedure of registration as specified in tender document. The bidder will have to submit self attested/notarized copy of documents as specified in this tender document. 3

Last date for online submission of Preliminary, technical and commercial bid and Price bid along with physical submission of Tender Documents (by Registered post A.D. or Speed Post OR Hand Delivery only If Required Date and Timing will be communicated on GGRC web site up to Hours 8 Date of Opening of Price Bid ELIGIBILITY CRITERIA FOR PARTICIPATION IN E-TENDER FOR RE-DISCOVERY OF MIS COMPONENT PRICE 2.1 REGISTERED MIS SUPPLIER UNDER THE MIS SCHEME IMPLEMENTED BY GGRC IN THE STATE AS ON DATE OF THIS TENDER i. Bidders must be registered MIS supplier of GGRC as on date of tender. 4

5 ii. The bidder MIS supplier should not have been black listed or de-registered by GGRC due to non-performance/ irregularities. 2.2 FOR BIDDERS WHO ARE INTERESTED TO GET REGISTERED AS MIS SUPPLIER UNDER THE MIS SCHEME IMPLEMENTED BY GGRC IN THE STATE AS ON DATE OF THIS TENDER i. The interested bidders have to apply for registration as MIS Suppliers under the MIS scheme implemented by GGRC in the state. The interested Bidders have to apply as per the terms and condition mentioned in Technical Bid of this tender document. ii. The registration of MIS Suppliers will subject to assessment of manufacturing capabilities and quality assurance system by Technical Inspection Agencies appointed by GGRC. iii. The price bid of these bidders will be opened however work will be given to them only after registration given by the GGRC after following the due procedure. iv. The bidder who is not found eligible as per the criteria for registration of MIS Supplier given in the Part-B (Technical Bid) of this tender would be disqualified and Price bid from such bidders will not be opened by GGRC. 3.0 IMPORTANT INSTRUCTIONS TO THE BIDDER FOR FILLING THE TENDER Tender should be submitted in three bids system. 3.1 Preliminary Bid documents of tender are to be submitted in physical form as well as Online mode. The bidder has to submit the Non Refundable Rs 10,000/- as Tender fees in Tender Fees Cover and Rs 3,00,000/- as EMD (Earnest Money Deposit) in EMD Cover separately in online as well as physical mode of submission within the due date of tender at GGRC. The Tender Fees and EMD should be submitted in the forms of DD in favour of Gujarat Green Revolution Company Limited, payable at Vadodara. The bidder who is registered as MIS Supplier of GGRC is exempted from payment of any Tender Fees and EMD amount. However, the bidder who is interested to register in GGRC as New MIS Suppliers should submit the Tender Fees and EMD in GGRC as specified above. 3.2 Technical Bid documents of tender are to be submitted in physical form as well as Online mode as mentioned in part-b of this tender as follows. A. FOR BIDDERS WHO ARE REGISTERED MIS SUPPLIER UNDER THE MIS SCHEME IMPLEMENTED BY GGRC IN THE STATE AS ON DATE OF THIS TENDER. 5

6 Those MIS Supplier who are Registered under the MIS scheme implemented by GGRC during the year need not to submit the technical bid online/physical mode. These MIS Supplier have to submit a declaration form (Annexure-I) and submit it in online as Technical Bid as well as in Technical Bid documents cover in physical form. B. FOR BIDDERS WHO ARE INTERESTED TO REGISTER AS MIS SUPPLIER UNDER THE MIS SCHEME IMPLEMENTED BY GGRC IN THE STATE AS ON DATE OF THIS TENDER Those MIS Supplier who is interested to register under the MIS scheme implemented by GGRC has to submit a declaration form (Annexure-I) along with the physical documents as specified under Part B (Technical Bid) in Technical Bid documents cover as well as upload the scan copy of documents in online bid as mentioned in Technical Bid of this tender document. However, the bidder may upload additional documents, broachers, technical / other information etc, if he desire to give with the bid. C. PRICE BID (ONLINE MODE ONLY) i. The Registered MIS Supplier as well interested MIS Supplier for registration have to submit the price bid in online mode only This is mandatory which may please be noted ii. iii. iv. If price bid is submitted in physical form, same will not be accepted and only on-line submitted price bid will be considered for evaluation. The list of MIS components along with the technical specifications is mentioned in Part C-Price Bid document of this tender. Those bidders who do not submit the price bids in online mode will be out rightly rejected by GGRC and shall not be eligible for registration/renewal as MIS supplier in GGRC. Once price is quoted by bidders in Price Bid it will not be changed under any circumstances. v. The price bid of those bidders who are technically qualified shall only be opened. 6

7 Please note that the required documents should be invariably uploaded in online / submitted in physically as mentioned in tender. Any tender without required documents is liable to be ignored and the tender may be rejected without entering in to any further correspondence in this regard and no further reference will be made. 2.0 INSTRUCTION FOR E- TENDERING (ONLINE TENDERING TO BIDDERS) I Downloading of tender Documents a Bidders willing to participate in tender will have to get themselves registered on website II Digital Signature a Bidders should have valid digital certificate as per Information Technology Act 2000 using which they can sign their electronic bids. III On line Submission of Technical and Price Bid a Bidders can prepare and edit their offers number of times before tender submission date and time. After tender submission date and time, bidder cannot edit their offer submitted in any case. No written or online request in this regard shall be granted. b Bidder shall submit their offer, i.e. Technical Bid as well as price bid in Electronic format on above mentioned website and date shown in tender details before digitally signing the same. c Offers submitted without digitally signed will not be accepted. d Offers only in physical form will not be open in any case. IV General Instructions a The Tender fees for on line tender document will not be refunded under any circumstances. The registered MIS Supplier of GGRC during the year is exempted for submission of Tender Fees. b Tenders without Tender Fees and which do not fulfill all or any of the conditions or submitted incomplete in any respect will be rejected. 7

8 c Conditional tender shall not be accepted. d GGRC reserves the right to reject any or all the tenders or split the work between more than one bidder without assigning any reasons thereof. GGRC at its sole discretion may ask additional clarification or information or documents from the bidders who are found to be eligible in main pre-qualification criteria. Any technical questions, information, interpretation of tender and clarifications that may be required pertaining to this enquiry should be referred to the mistender@ggrc.co.in GGRC reserves the right to reject any OR all tenders without assigning any reasons thereof.
