5 ICE CDM Position - Firmly agree with The HSE. Effective construction risk management needs to focus on the real health and safety issues on a project. There needs to be better planning in the design (DRM) and construction phases - especially on the small projects where most of our accidents occur. All the industry disciplines need to come together to realize better collaboration & real savings in time, cost, etc! Professional Institutions and their representatives need to show more leadership in helping to make CDM work!

6 Myths and Gaps How is The ICE as a Professional Body upskilling members to ensure the Principal Designer role is undertaken adequately?

7 Understanding CDM Duty holders must co-operate with each other and coordinate their work effectively to ensure health and safety. They must also communicate with each other to make sure everyone understands the risks and the measures to be put in place to control those risks. Several industry groups still discussing this topic When there is or might be more than one contractor Whilst design or preparatory work is being undertaken The PD Role changes throughout the project The Preconstruction phase may overlap with the construction phase In absence of appointment defaults to client (commercial) main designer (domestic)

10 PRINCIPAL DESIGNER - Skills Knowledge, Experience & Organisational Capability All who are capable of being a designer under CDM2007 should be capable of taking on the PD role under CDM 2015 Do the PD s among us feel confident, supported and able to seek additional support where needed

17 ICE Constantly Review Relevant Guidance for members 1 An analysis of construction safety legislation applied to construction industry designers (ICE Paper) This sets out, for the first time, and in some detail, why CDM Regulation 9 needs further explanation. It provides an explicit example of how there is currently insufficient information for the designer to comply in respect of risks identified. Hazards no longer appear in CDM, yet they are key to designers understanding what to do about risks identified as set out in the proposed updates to the Management Regs. 2 Design risk management (DRM) for those who: Direct design in design organisations, and those who Do design. (Booklet) This document sets out a way forward for designers, that provides the necessary advice to allow them to understand how to comply with regulation 9. 3 The Team approach to managing risks This illustrates how the team approach, needs to take full account of the practicalities of undertaking good design and the legal context laid down in contract, tort and statute which become barriers to the team approach as described above. Creating a positive H&S culture throughout the project team How client decisions impact on health and safety during design and construction 4 Principles of prevention and protection This document illustrates how, as identified in 1, the application of standard models set out in the Management Regs when applied to construction designers has an ill fit. It is relevant to designers by virtue of the CDM regulations, but needs real examples to help designers see what exactly is required of them.
