Reference: UNDP/AFG/2013/080 Re: Invitation for the Submission of Expression of Interest for Pre-Qualification of Suppliers for ICT and Security related goods and Services- 2013/ We hereby solicit your application for the submission of expressions of interest and pre-qualification of suppliers for the provision of the goods and services mentioned below: a. IT Related Hardware Supply and maintenance: Network Switches, Access Points and Cabling, Printing and Copying machines, projectors, cameras, TVs, and other related ICT equipment b. Mobile handsets (Smart / Android Phones, IPADS/Tablets, Thuraya, VHF, other handsets etc ) c. Desktop and laptop computers d. Database Development and maintenance (database system, development and maintenance of dynamic websites, CMS and GIS system provision and support) Web site development e. Software supply and support (Official License supplier for the known used brands Microsoft, Cisco, ESET, Kaspersky and Symantec license and Provision of technical support for the Dell, HP, Microsoft, Cisco and Cyberoam) f. Security Equipment and services (Network Security Camera, X-Ray Machine, CC TV Cameras and etc.) g. Any other ICT and Security related goods & Services It is foreseen that UNDP will be procuring the above items with an estimate spend of USD 4 Million as per our procurement plan and past spend analysis. 2. UNDP Country Office in Afghanistan intends to develop a wide roster of pre-qualified suppliers for supply and delivery of various ICT and security related equipment and services as listed above. 3. The evaluation and classification will be based on the information provided in your application, feedback received from your past and present clients, track record, financial capacity and any additional information provided with your application as well as any additional information or documents provided in response to the clarifications requested by the evaluation panel. 4. 3 Appendix I Terms of Reference for the prequalification of Suppliers for ICT and Security related Goods and Services Background The United Nations Development Programme (UNDP) Afghanistan Country Office intends to develop a wide roster of pre-qualified suppliers. As such, UNDP is soliciting expressions of interest and information for the prequalification of suppliers for the provision of office supplies and facilities related goods and services. Applications must supply all information and documents requested. Applications providing only part of the requirement will be rejected. UNDP at its discretion may approach the applicant for further clarification or documents. However, failure to supply sufficient information in the application may lead to disqualification The Applicant is expected to examine all corresponding instructions, forms, terms contained in these Prequalification application document. Failure to comply with these documents will be at the Applicant s risk and may affect the evaluation of the Application. Once the pre-qualification exercise is completed, and an approved list of prequalified supplier is established, UNDP will directly invite the pre-qualified suppliers to submit their offers in response to any relevant Request for Quotation or Invitation to Bid or Request for Proposal. Period of pre-qualification The list of pre-qualified suppliers will be reviewed and renewed on annual basis. Language of Submission Your application and supporting documents should be in English Language only. If the original document(s) submitted are not in English, English translation of the same should be attached with the said document(s). Eligibility Criteria The suppliers satisfying the following requirements shall be eligible to submit their application for prequalification: Criteria Legal Registration Declaration of noninclusion Description Suppliers registered in Afghanistan or any other country with the relevant authorities to supply and deliver the required goods, services, and works in Afghanistan can apply for pre-qualification. Please provide copy of valid Trade License or Certificate of Incorporation The offeror must not have been included in the 1267/1989 list of the UN Security Council. Relevant Experience The offeror must declare the following statement in their application submission form: We are currently not on the removed or suspended vendor list of the UN or other such lists of other UN agencies, nor are we associated with, any company or individual appearing on the 1267/1989 list of the UN Security Council. At least 3 Years proven experience in supply and delivery of 3

4 goods/services/works, the company applied for pre-qualification. Please provide list of contracts undertaken in 2011 and 2012 in Appendix IV Also please provide details of referees in Appendix V UNDP may ask for additional information and/or documents for verifying applicant s relevant experience. Capacity of the supplier Please provide company profile (Appendix II) and provide other relevant details as attachment such as, number of technical staff, technical and after sale support facilities, list of required equipment (if applicable), proof of dealership authorization, availability of spare parts, and provision of manufacturer standard warranties/guarantees applicable for the relevant goods/services/works. Financial Status UNDP may ask for additional information and/or documents for verifying applicant s capacity. In addition to verification of documents submitted, UNDP will also undertake site visits as required, for physical verification of your capacity and other facilities, based on the information provided. The applicant should demonstrate sound financial capacity to undertake the delivery of goods/services/works applied for. Please provide copies of financial statements and/or bank statements for the year 2010, 2011 and Also please indicate the value of your company s annual turnover for 2010, 2011 and 2012 in Appendix II. UNDP may ask for additional information and/or documents for verifying the applicant s financial capacity.
