3 Procurement Services Unit and Hartford School Building Committee What follows will outline the joint effort between the City of Hartford and the Hartford School Building Committee to increase the opportunities for and participation by Minority and Women Owned companies in the construction of Hartford Public Schools projects Goals: Increase MWBE Utilization Through Certification Increase the number of Prequalified Minority/Woman Owned Businesses (MWBE) Increase business/contracting opportunities for certified MWBE s Increase Availability Increase Capacity

4 Minority Women Business Enterprise Program SOME BASIC REQUIREMENTS: Be at least 51%-independently owned and controlled by qualified minorities or women. Be a for profit business (non-profits cannot become certified) that has been operational for at least one (1) year prior to the submittal of the application. Be independent of any other business entity or entities. Provide the goods and services for which it is being certified. Companies that require a Professional License to perform their lines of business must be qualified by the registration of the minority or woman owner (s). Be able to perform the Commercial Useful Function of any agreement it has undertaken

5 MWBE Procurement Policy Directive For projects under the supervision of the Hartford School Building Committee (HSBC), specific opportunities are created for MWBE participation both within the requirements of the Project Labor Agreement (PLA) and independent of the PLA Each Construction Manager shall Set-aside for Pre-qualified MWBEs a Minimum of 15% of the Total Construction Cost independent of the PLA An Additional Set-aside for Pre-qualified MWBEs at 5% of the Total Construction Cost within the PLA All Non-Set-Aside Trade Contractors are required to Subcontract 15% of their Contract Value to City Certified MWBEs All Contractors are required to use minority labor and Hartford resident Labor

6 Prequalification Process as a Set-Aside Contractor for School Construction - Apply for City of Hartford MWBE Certification - Respond to the HSBC Set-Aside Program Request for Qualifications - Submit Requested Qualifications Items on Application: Bonding Capacity (if any) Performance and Claim History Safety Insurance Bank & Credit References Completed Projects Current Projects NOTE: - No Contractor may be invited to bid Set-Aside Work unless/until they have received Certification as a City of Hartford Approved MWBE Contractor.

7 Benefits of Becoming a Prequalified Set- Aside Contractor for School Construction Set-Aside Contractors are not required to provide Performance and Payment Bonds, although they will be reimbursed if they choose to use their bonds Most Set-Aside work is not subject to the labor rules of the PLA Set-Aside Contractors are paid within 7 days after the CM s Requisition is accepted by the City Mentorship/Training are available

8 MWBE Set-Aside Contractor Responsibilities Perform at least 70% of the Work with their own workforce Perform Work they are Certified to Perform (NAICS Code) Firm Attendance at all PM and CM Required Meetings

9 AA/EEO Requirements for ALL School Contractors o A minimum of 15% and 50% overall goal of the total project labor hours allocated to Minority and Women Trade workers o A minimum of 30% of the total project labor hours allocated to Hartford Resident Trade Workers o Submission of Monthly Employment Utilization Reports o Certified Payrolls

12 Project Labor Agreement Purpose Establish various Project specific standards and programs consistency and compliance Promote efficiency of construction operations on the Project(s) covered by this Agreement Provide for the peaceful settlement of an and all labor disputes without strikes, lockouts or any labor disruptions, thereby promoting the public interest in assuring the timely and economical completion of the work Becoming Signatory All Employers, who perform work on the Project, including the construction manager or general contractor who may have direct hire craft employees, shall become signatory to and shall apply to this Project(s) only and to no other project(s)
