They show how benefits are delivered. a description of the potential costs of the project broken down into relevant cost categories (e.g. investment, operating). 5 1 Project Overview Project consolidated and maintained Business Case information for SESAR. It provided Business Cases for SESAR key improvements in support of the European ATM Master Plan and Business Cases for SESAR 1 Solutions. The project involved all key stakeholders in Cost-Benefit Analyses (CBA) and developed a SESAR CBA integrated model covering the viewpoints of Scheduled Airlines, Air Navigation Services Providers, Airports, Network Manager, Business Aviation, General Aviation and Rotorcraft. A cost model has also been developed for the Military. In addition, developed common methods and guidance for CBA of primary projects. In so doing, the project provided guidance on how to develop benefit mechanisms and on common assumptions and scenarios to be used in project validation activities. Finally, supported and reviewed CBA and other related validation reports of primary projects. 1.1 Project progress and contribution to the Master Plan Project , Business Case Maintenance, Support and Coordination Function, has developed a transparent approach to Cost Benefit Analysis and Business Cases in SESAR pro-actively supported by the different stakeholders. The approach comprises CBA guidance for primary Projects and a CBA Integrated Model for higher level CBAs. The guidance for primary projects includes elements aimed at lay readers, such as ATM CBA for Beginners, which explain the basics of CBA in the ATM context, and elements aimed at CBA specialists such as Air Traffic Management (ATM) CBA Quality check-list containing a detailed list of all the steps to be taken when developing a CBA [14]. The guidance included also common assumptions and methods to measure benefits so that primary projects could gather the inputs needed for CBAs already in their validation exercises. Templates for cost and benefit assessment were also offered. The guidance was updated three times during the program [14][24][31][48] to take stock of lessons learned in its use by projects. For higher level CBAs such as the ones developed in support of the Master Plan, the SESAR Integrated CBA Model integrates the viewpoints of the different stakeholders. The first version of this model included just Scheduled Airlines and Air Navigation Service Providers (ANSP). In 2012, Airports were also integrated in the CBA Model [46][40][39] and in 2014 Network Manager, Business Aviation, General Aviation and Rotorcraft were added [19]. In parallel a cost model for the Military was also developed [8]. The SESAR Integrated CBA Model was used to support the 2 Master Plan campaigns of 2012 and 2015 providing a platform to test different scenarios and prioritise operational changes. Close collaboration with performance assessment experts was key to gather consolidated inputs grounded on SESAR validation activities, and quantify the benefits in the CBA. The collaboration extended also to operational and deployment experts to identify the deployment scenarios considered in the CBA. To provide CBA that were owned by the different stakeholders impacted by the operational changes, activities were organized as follows: Scheduled Airlines, Business Aviation, General Aviation, Airports, ANSP, Military led their own CBA. This meant providing inputs, reviewing their own CBA model, reviewing inputs from other stakeholders, analysing and commenting their stakeholder CBA results. Airborne Industry partners provided cost and fleet inputs and reviewed the CBA. Ground Industry partners collaborated with their customer ANSP and with Airports to provide cost estimates for ground technologies and have also reviewed the CBA. The Military used the cost estimates provided by the civil stakeholders as a basis to estimate their own cost. Project went beyond CBA to build business cases that included also more qualitative assessments in Safety, Security, Human Performance, Environment and other areas. An initial example was developed for the Remote Tower [20]. More recently, Business Cases have been developed for 10 SESAR 1 Solutions that have completed V3 [5]: 5 of 12

6 Precision approaches using Ground Based Augmentation System (GBAS) CAT II/III based on GPS L1 Enhanced Air Traffic Flow Management (ATFM) Slot Swapping Remote Tower for two low density aerodromes Air Traffic Control (ATC) and Aerodrome Flight Information Service (AFIS in a single low density aerodrome from a remote Controller Working Position (CWP) Multi Sector Planning Flow based Integration of Arrival and Departure Management CWP Airport - Low Cost and Simple Departure Data Entry Panel Enhanced Short Term Conflict Alert (STCA) with down-linked parameters Enhanced Ground Controller Situation Awareness in all Weather Conditions Enhanced STCA for Terminal Manoeuvring Areas (TMA) 1.2 Project achievements The main achievements of Project are: A common CBA approach and guidance for SESAR primary projects covering all phases of the CBA including in particular guidance to projects on common assumptions and on demonstrating and validating their performance benefits [14]. The first SESAR integrated CBA model including in a single model the viewpoints of Scheduled Airlines, Business Aviation, General Aviation, Rotorcraft, ANSP, Airports and Network Manager [8]. The business case includes the CBA combined with more qualitative assessments in Safety, Security, Human Performance, Environment, Regulation, Standardisation and other areas D68 D74 T26 [Contribution to Master Plan Deliverable New CBA Models and Methods 2015 Contribution to Pilot Common Projects CBA and Business View in Support of Master Plan Edition 3 This is the most up-to-date version of the SESAR Integrated CBA Model. It comprises a model for each stakeholder group: Scheduled airlines, General Aviation, Business Aviation, Rotorcraft, ANSP, Airports, Network Manager. It also contains a cost model for the Military. An introduction to the Model and a detailed User Guide are also provided. The introduction includes an overview of the model, how it fits in the SESAR program and its main components. This deliverable consists of all the cost and benefit inputs made to the CBA of the Pilot Common Projects CBA in support of Master Plan Edition 3. Comprises the CBA section of the Master Plan, a supporting document containing a description of the methodology and the EXCEL CBA model 1.4 Contribution to Standardisation Project , given its financial nature has made limited indirect contributions to Standardisation. Three indirect contributions can be identified: provided cost benefit analysis (CBA) results for Early Regulatory Impact Assessments (eria) in preparation for the PCP provided initial CBA for eria of Operational Changes in Edition 3 of the Master Plan the Business Cases developed for 10 SESAR 1 Solutions include an assessment of the Standardisation and Regulation elements relevant for each of the solutions 1.5 Project Conclusion and Recommendations Project has provided a common and transparent CBA approach and method supported by the key stakeholders in the SESAR program. The approach includes methods to assess costs, 7 of 12

8 benefits and an Integrated CBA model that calculates costs and benefits from the different stakeholder viewpoints. The CBA approach of project relied on the pro-active involvement of the key stakeholders impacted by the solutions and on the use of validation results gathered in the program to build CBAs that are fact-based and credible. Project has also shown the important role of CBA in prioritising and optimising operational changes for the European Master Plan. In so doing, project contributed to raise acceptance and confidence in the Master Plan by the different Stakeholder Groups. Project has shown the importance of measuring benefits of R&D solutions from early in the project life-cycle. This measurement should be made hand in hand with validation, to gather evidence on the benefits of the project solutions and eventually support decisions on whether these solutions can be proposed for deployment. For the assessment of costs, project has managed to create partnership between operational and industry partners to assess costs of ground and airborne deployment of solutions. Based on the experience gained in SESAR 1, the following recommendations are made for CBAs and Business Cases in SESAR 2020: To continue the CBA and BC approaches of pro-active involvement of impacted stakeholders To continue to use the CBA models and guidance and the Business Case approach for SESAR solutions developed in SESAR 1 To plan the CBAs at solution project level from the start jointly with validation to gather data to assess the costs and benefits of solutions To identify and address interdependencies between solutions in terms of enabling technologies from the start of the CBA To define and apply common scenarios and assumptions across the program to enable consolidation of solution CBAs to higher level CBAs and Business Cases. 8 of 12
