8 The real benefit of working with Kier is the private sector approach they bring to the public sector. Kier has demonstrated their ability to build key relationships across the Council. Through the Kier partnership, the Council has introduced wide-ranging strategic improvements to its approach to asset management. 11 Working with Chesterfield Borough Council, we manage over 760 properties with a potential combined rental income of 6.5m. Over the first three years of the contract we were able to deliver savings of c. 400,000. We have commissioned Kier to deliver on asset management, facilities maintenance and engineering. We have certainly had some significant improvements so far, - probably the best example of which is the Corporate Asset Management Plan. We re looking forward to working with Kier [for the rest of the partnership], over the next 8 years, to deliver some significant improvements for the Council. 15 General Practice Surveying Our general practice surveying team offers wide-ranging consultancy services in accordance with RICS Red Book requirements and stringent quality control measures and service standards. We deliver a proactive advisory and management service covering our clients liability for business rates. This includes submitting appeals against rating assessments, which can result in multi-million pound savings for our clients. We provide: Valuations for capital accountancy purposes Valuations under the right to buy legislation Valuations for sale and letting Rates liability management General practice consultancy.

16 Acquisitions and Disposals We help our clients to acquire land and buildings required for regeneration, service delivery or other objectives, demonstrating best value for money in all cases. Although the current economic climate has proved challenging, we have identified opportunities to dispose of surplus property within resilient market sectors through developing bespoke asset rationalisation strategies. We provide: Acquisition of property by private treaty Acquisition of property using compulsory purchase powers The negotiation of domestic and business disturbance claims The negotiation of total extinguishment claims Disposal of surplus land and buildings by private treaty, informal tender and auction The negotiation of disposal terms including development agreements with claw-back and overage provisions.

21 Asset Data Records Management A strategic approach to asset management requires clear, comprehensive, accurate and up-to-date information about all property assets and liabilities. Our Asset Data Records Management System (ADRMS) is a fully functional IT solution that contains details of our clients asset portfolios including; location, tenure, liabilities, condition, occupation and associated occupational responsibilities. 22 In Chesterfield, Kier oversaw the installation of solar photovoltaic (PV) panels on the roof of the Chesterfield and District Crematorium, which provides annual savings on the Council s energy bill.

23 Sustainable Asset Management The concept of sustainability is widely interpreted, but a commonly used and accepted definition is meeting the needs of the present without compromising the needs of future generations. Sustainable development needs a joined-up approach that works across organisational boundaries at national, regional and local levels. We offer strategic advice on a range of issues in order to establish priorities for the full life-cycle of a proposed or existing facility, from planning, through to construction and demolition. We have extensive experience in the areas of environmental sensitivity, regulation, waste management, contamination, energy management and the community and heritage considerations in relation to new works. 24 Rural Estate Management We currently manage over 7,000 acres of agricultural land, dealing not only with the usual estate management issues but also offering strategic advice, promoting biodiversity and advising on public access issues.
