CDM and JPDO NextGen Weather Public Meeting Kevin Johnston, FAA Tom Lloyd, JetBlue Airways Mark Zettlemoyer, NOAA Presented at NBAA Convention Las Vegas, NV 11 October

Agenda Background Why are we here? Kevin Johnston and Tom Lloyd Update on Policy Issues concerning Single Authoritative Source of weather information and potential CDM involvement Warren Qualley Update on Weather Integration efforts Dave Pace Update on JPDO/NextGen activities in support of Airline/Flight Operations Centers, Operational Incentives and potential TFM/CDM applications Jim Wetherly 2

Background-Why are we here? Follow-Up discussion from July 2010 FPAW meeting in Washington DC and the October 2010 NBAA Convention meeting Broad community expressed strong desire to continue dialogue Exchange the latest information from the JPDO Weather Working Group and Agencies on overall plans and activities for ATM and weather that may have applications to the CDM community Provide feedback on the plans and activities Continuation of a path forward for how, where, when CDM can assist with NextGen weather activities in the short-term (next months) to mitigate the impacts of weather in the NAS 3

ATM-Weather Integration Concept Federal Aviation Administration 4 4

Concept is becoming real. Decision Support Tools Integrated Departure Route Planning (IDRP) Route Availability Planning Tool (RAPT) SFO GDP Parameter Selection Model (GPSM) CDM Community is active in helping transition to NextGen concepts 5

Questions carried forward Will there be CDM involvement in content and governance of the Single Authoritative Source (SAS) and how? How does CDM integrate with the automated forecast process that may feed direct to a decision support tool? CDM is working this through Operational Bridging concept Applying similar lessons and principles through Common Winter Weather Forecast task 6

CDM Task: Operational Bridging Task proposed 2009, developed 2010 Overview Event-driven process Operational time frame (roughly 30 minutes to 4 hours) Human-over-the-loop with stakeholder collaboration Reconciles multiple forecast sources (SAS) AWS (Aviation Weather Statement) 7

CDM Task: Operational Bridging Task proposed 2009, developed 2010 Overview Event-driven process which evolves the CCFP concept Operational time frame (roughly 30 minutes to 4 hours) Human-over-the-loop with stakeholder collaboration Reconciles multiple forecast sources (SAS) AWS (Aviation Weather Statement) Continuous collaboration between OB Meteorologist and Traffic Managers Translation to traffic impact 9

CDM Task: Winter Weather Forecast Task proposed and developed 2011 Common (collaborated) winter weather forecast from 2 or more days prior to an event up to the time of the event WET developed an automated solution Output from SREF for Core airports Color coded based on potential impact in 6 hour time increments Drives planning agenda Translation to potential impact 10

CDM Task: Approach Area Winds Task assigned in 2008: Develop approach area wind forecast with common presentation Work in progress: translation of winds to compression impacts Path-Based Shear Detection Compression Calculators Airport Acceptance Rate 11

Questions carried forward Interaction between CDM, NextGen and Weather Community: What processes can we put in place and or use that exist today to ensure this interaction continues? We Need Action: How do we accelerate implementation of operational demonstrations of NextGen concepts and get operators involved? We Need Measurements: What processes can we use or need to put in place to measure success or failure of NextGen and Weather related demonstrations? SAS and Translated Weather: Will weather translations also be contained in a/the SAS? If so, will it be the 4-D Wx Data Cube SAS, or a different one? And if so, what will be CDM role in its governance/selection? Funding: How are we going to address funding issues as related to CDM as well as coordination with NextGen? 12
