2 SITI AGRI Do you already have a IACS in place? Either it is a centralised system, or a set of distributed systems, ABACO SITI AGRI can give value to your existing processes. Are different modules in your IACS flexible enough to be extended with changes due to new EU Regulations? Does your system keeps pace with your national payment schemes? Abaco takes responsibility to have a constantly updated software responding to EU Regulations and Best Practices, while making it easy for you to configure your own national rules. Furthermore, we know that the IACS processes can be quite complicated; each of the IACS registries and procedures may be installed in different places and be responsibility of different entities. We are aware that data have to be managed in a distributed environment, therefore we are committed to make existing systems work together, not to force unwanted centralisation. Through the ABACO SITI AGRI Portal, officials can securely access the right information at the right place, from the personal details of a Beneficiary, to reference parcels information; from documentation for On-The-Spot checks, to the reports for the EU Commission. The SSO modules provided with the IACS, or the integration with an existing security subsystem, will activate the right functionalities and give the right privileges to each single user, protecting and insuring the Legal Independence, that means leaving to the different Governmental Bodies the responsibility to set constraints for their data. With such level of security the system can be also opened to non-governmental bodies and the beneficiaries themselves. And with the integration to SITI Farmer or the GSAA (Geospatial Aid Applications) solutions, SITI AGRI can now talk with your customers: the farmers. The overall architecture Most of you know the new EU Council Regulations /2013, and the related delegate and implementing acts. Even if you re not a European Community state you may look at best practices to manage agricultural subsidies. These Regulations describe the modules that are compulsory within an Integrated Administration and Control System and the detailed rules, nonetheless administrative work in the real life may need some tools to manage data coherently. For example a real life IACS has to deal also with paper-based documents, has to provide mechanisms to delegate responsibility to regional offices or agents, has to manage several types of beneficiaries (farmers, exporters, food processing companies, slaughterhouses, etc.), has to deal with the Basic Payment Scheme and with Rural Development measures: everything must be done within a seamlessly integrated solution.

3 Furthermore, each module has to provide information to the other processes, through a simple and transparent mechanism. For example subsidy applications have to cross-check data with the LPIS and the Farm Registry, or the Control System has to receive information from the subsidies application management system to perform a selection using risk analysis. And even more, the range of measures under the Rural Development Regulations require a flexible system able to integrate the RD schemes within the same system, taking into account things like multiannual measures, or capital measures that are not area-based. 4 WEB BASED, OPEN STANDARD, SERVICE ORIENTED ARCHITECTURE, CONFIGURABLE, PARAMETRIC, CUSTOMISABLE MODULES Farmer Register, Dossier, Customer Profile Represents the applicant profile with information describing the agricultural holding characteristics. Up to 80 different customizable forms are available to collect data and documents. The forms can be linked to external web services. several types of beneficiaries; customisable dossier contents by beneficiary type; unique Customer Identifier; source of validated information for other IACS processes; validation check-lists; can include any valuable information like: legal representatives, family members, rural buildings, permanent crops, tools and machines, etc.; stores environmental requirements, keeps history records of alphanumerical variations, with real-time reconstruction of situations in the past. Land Parcel Identification System The LPIS is based on a Land knowledge system with advanced GIS functionality. Supports all possible Reference Parcels models and manage them keeping change logs. It manages the relationships with owners and tenants. Manages an efficient land cover classification system. Can calculate automatically land attributes and allows management of systematic updates. Returns the maximum eligible area based on rules given by payment scheme. Calculate tolerances based on EU Regulation rules. Includes automated tools for LPIS data quality assessment.

6 Integrated Control System Full support for On-the-Spot-Checks extractions and management of the samples, according to EU Regulations. Includes customizable methods for extractions, including Risk Analysis parameters, with variable quotas. Supports Control with Remote Sensing (CwRS) through user friendly photo-interpretation tools. Produces documents for surveyors and accepts feedback through GPS-enabled mobile devices. Helps identifying anomalies on specific land-use or other information (protected areas, conditionality, etc.). User Administration and Security This module span across the different modules to administer users, roles and security. Includes the ability to connect to existing authentication systems. Case Management This module coordinates distribution of tasks when items need case worker actions. It is connected with other SITI AGRI components for unified access to interfaces. Provides

7 configurable classification capabilities, monitoring and work management. Document Management Customized metadata and documents can be defined (through guided forms), also providing the ability to attach real documents. For example it is possible to attach property deeds, cadastral maps, copies of Id documents, etc. It can be connected to existing DMS. Business Rules Engine Component that allows definition, classification and execution of business rules, whether process or control, to be applied to workflows. Rules can be triggered by other SITI AGRI modules. SITI Farmer A platform integrated with SITI AGRI that provides services to farmers or their agents. Includes a graphical crop plan; farm plan; eligibility to schemes and applications submit; business plan and company rating. SITI DataHub A platform that can collect and publish knowledge and interoperability services (WS/WMS/WFS) to other authorities or to the citizens. Business and Location Intelligence Business Intelligence and Location intelligence functionality, specific to the SITI AGRI data model. SITI QA LPIS Systematic Quality Assuarance on GI data. SITI GSAA and Easy Application Systems supporting the application management module and implementing the Graphical Spatial Aid Application as required by the legislation or that simplify the application submit though pre-population and confirmation by the applicant.
